About The Position

The Provider Compliance Specialist acts as the liaison/advocate for new and continued service of childcare providers who provide care for families enrolled in subsidy. This position will manage a caseload of provider files, maintaining the overall quality and completeness of records, conducting initial review of provider documentation to determine eligibility, provide program overview to help providers successfully accepting clients receiving subsidy, assess provider needs, and assist with training and resources that are needed to meet or maintain requirements. This position follows California Department of Education Title 5 or County childcare regulations and YMCA Childcare Resource Service policies.

Requirements

  • Bachelor’s degree in child development, human services, or related field or four (4) years’ equivalent related experience required
  • A minimum of one (1) year of experience in any of the following or a combination thereof: Working in an administrative setting, Performing data entry and/or data validation tasks, Working in a community-based organization serving children, youth, families and/or adults, Working in a high-volume environment
  • Intermediate computer skills in Microsoft Office (Word and Excel)
  • Experience with data entry
  • Experience with a comparable client management software program
  • Proficient in basic mathematical skills, including arithmetic operations, such as addition, subtraction, multiplication, and division, as well as the ability to interpret and analyze numerical data accurately
  • Proficiency in managing an assigned caseload effectively with appropriate guidance and supervision
  • Ability to follow, interpret, and apply policies, procedures, and state regulations accurately when determining need and eligibility
  • Strong customer service, conflict de-escalation, active listening, and communication skills to effectively interact with work partners
  • Demonstrated experience, sensitivity, and competency in working with diverse groups and individuals, encompassing various social, ethnic, religious, socioeconomic, and cultural backgrounds
  • Strong organizational and prioritization skills to efficiently manage tasks and responsibilities
  • Ability to effectively communicate via telephone and direct interaction with parents, providers, partners, and the general public, utilizing auditory skills
  • Comfortable with a hybrid work model, capable of efficiently managing both office and remote work responsibilities on specified days
  • Flexibility to transition between different work environments as needed, including the potential for full-time office-based work at any time
  • Must have access to reliable transportation to travel throughout San Diego County
  • Applicants of critical positions within Community Support Services be fingerprinted, prior to reporting to work, and include subsequent arrest notifications
  • Position may require additional clearances in order to comply with all program, licensing, state law, and funding requirements: Exclusion and Debarment checks prior to first day and monthly thereafter

Responsibilities

  • Provide direct services to childcare providers to fulfill the Funding Terms and Conditions and Title 5 or County childcare guidelines, including but not limited to providing on-going quality assurance on program files
  • Conduct initial screening to determine eligibility of new and returning providers, process documentation into shared database to support childcare provider needs, schedule the certification of new providers by ensuring all required program deadlines for documents and file actions
  • Provide comprehensive training at activation, by thoroughly explaining subsidy program requirements, licensing requirements, policies, procedures, how to complete forms, navigate websites, utilize applications, for the overall success of the childcare providers business
  • Responsible for managing a provider caseload, requesting updated documentation, tracking due dates and communications necessary to ensure that files remain in compliance with State/County/YMCA of San Diego policies and procedures
  • Build strong, positive relationships, establish rapport by partnering with childcare providers to assess goals and needs for resources and information such as trainings needed for continued success and growth of the childcare provider business, counseling services, behavioral health services, nutrition programs, licensing information, and other services available through the YMCA and Community partners
  • Process provider Trustline applications, reviewing applications for accuracy, rolling provider fingerprints, entering provider information into the Statewide database, monitor the applications per agency and State requirements
  • Provide exceptional customer service that is polite, professional, and prompt through multiple modalities of communication, including by not limited to phone, email, in-person
  • Maintain confidentiality with sensitive information, by handling crisis situations calmly and effectively and taking appropriate actions timely to ensure the health and safety of all
  • Develop and maintain knowledge and clear understanding of State guidelines, licensing guidelines, YMCA policies and procedures, to accurately convey information to providers and community partners
  • Participate in on-site and off-site learning opportunities such as workshops, conferences, staff meetings, trainings, and collaborative sessions with community partners
