The New York City Taxi and Limousine Commission (TLC) is the agency responsible for regulating New York City's taxicab and for-hire vehicle industry. TLC licenses and regulates over 130,000 vehicles and more than 175,000 drivers, making it the most active taxi and limousine regulatory agency in the United States. Aside from vehicles and drivers, TLC also regulates taxicab agents and for-hire vehicle bases, including popular app-based transportation services. The TLC plays a pivotal role in furthering public safety within New York City and is a lead agency in a citywide effort to reduce traffic-related injuries. One of the largest components of TLC’s operations is the enforcement of agency and administrative code regulations. The Prosecution Division investigates and prosecutes all summonses issued by TLC which amount to over 100,000 summonses each year. Under the supervision of the Senior Supervising Attorneys and Supervising Attorneys of Prosecution, the Prosecuting Attorney II will be responsible for assisting all Prosecution Units with summons processing with a focus on Port Authority summonses. The Prosecuting Attorney II will be responsible for appearing on all summonses issued in connection with Port Authority’s airport enforcement of the regulations prohibiting impermissible solicitation in accordance with the requirements of Sections 19-506 or 19-507 of the New York City Administrative Code, as well as other TLC summonses. The Prosecuting Attorney II will prepare all case files associated with summonses issued by the Port Authority Police, and prepare Officer testimony, when necessary, as well as all complaints made by Airport Dispatchers. The Prosecuting Attorney II will assist in supervising attorneys assigned to the Port Authority cases. The Prosecuting Attorney II will also be responsible for providing continuous training and guidance to officers regarding issuing summonses with sufficient narratives to establish rule violations, as well as Prosecutor training and intern supervision. Responsibilities will also include, but are not limited to: assisting managing attorney in other TLC prosecution matters, assisting in the prosecution of TLC summonses at OATH Hearings Division; reviewing and editing charging documents prepared by prosecuting attorneys; overseeing the preparation of evidence and witnesses for introduction at administrative hearings; overseeing the division’s processing and issuance of stipulations based upon individual and/or batch settlement requests; reviewing and editing charging documents prepared by prosecuting attorneys; and conducting micro trainings as required.
