About The Position

AECOM is seeking an experienced Proposal Leader to join our Governments Marketing team. This role is responsible for leading key proposals and presentations, providing support and guidance from pre-RFP positioning through to the interview stage. The Proposal Leader will also manage a team of proposal staff supporting our Federal Civilian and DoD Proposal teams. The subject matter expertise may encompass studies and planning, architecture and engineering design, construction, environmental services, program management, and other professional services. The ideal candidate will possess experience with US Federal proposal writing, strong leadership abilities, a keen focus on compliance, excellent pre-positioning and proposal writing skills, and creative design ideas. This is a hybrid position, combining remote and in-office work, and can be based in locations such as Des Moines, IA.

Requirements

  • Bachelor's degree, preferably in Journalism, English, Communications, Marketing or a related field.
  • 6+ years of related proposal experience, ideally within the US Federal Civilian and/or DoD client sectors, or demonstrated equivalency of experience and/or education.
  • Working knowledge of and interest in the A/E industry, including AECOM’s Federal clients, projects, people, credentials, and competitors.
  • Evidence of successful leadership of multi-disciplinary or multi-geography proposals valued over $20 million.
  • Thorough understanding of effective proposal and presentation best practices and tools.
  • Demonstrated experience applying industry best practices and procedures to support positioning, client or business development processes.
  • Strong proposal writing and editing skills, including grammar and style.
  • Strong working knowledge of desktop publishing software (e.g., Adobe Creative Suite), graphics programs (e.g., InDesign, Adobe Illustrator, Adobe Acrobat, Photoshop), word processing programs (e.g., Microsoft Word), spreadsheet management (Excel), and presentation software (e.g., PowerPoint).
  • Working knowledge of collaborative tools such as Microsoft Teams, SharePoint, etc.
  • Initiative, skill, and personal commitment to manage multiple projects and details concurrently, follow up, and bring tasks and projects to full completion.
  • Professional demeanor and excellent interpersonal skills.
  • Ability to exercise discretion with confidential/sensitive issues.
  • Ability to work independently and with others.

Nice To Haves

  • APMP/SMPS certification is a plus.
  • Understanding of CRM, Salesforce experience is a plus.

Responsibilities

  • Collaborate with regional and business line teams on identified priority pursuits, including pre-positioning, capture, responses to RFQs and RFPs, and shortlist interviews.
  • Lead large, complex, priority must-win pursuits from capture through to interview stage, potentially involving multiple disciplines and geographies.
  • Facilitate workshops/sessions to support the capture manager in developing the win strategy.
  • Analyze debriefs and apply lessons learned to enhance strategy and reviews.
  • Create detailed annotated outlines, first-draft content, compliance lists, and capture and proposal schedules, adapting to changing requirements.
  • Lead and contribute to writing proposal sections such as cover letters, executive summaries, past performance, management approaches, and resumes/staffing.
  • Participate actively in Go/No-Go, capture strategy, and greenlight analyses, ensuring compliance with delegation of authority guidelines and capture planning activities.
  • Facilitate color reviews (pink and red team) for assigned pursuits and apply lessons learned.
  • Serve as a reviewer on color reviews for priority pursuits led by others.
  • Ensure the quality and compliance of deliverables.
  • Support debriefs and gather client feedback on proposals for continuous improvement.
  • Manage proposal and project filing on the secure server and CRM.
  • Maintain familiarity with top IDIQs and associated managers and project managers.
  • Participate in strategic planning, including evaluating marketing intelligence, identifying customer concerns, and developing win strategies.
  • Contribute to the development and implementation of internal training programs.
  • Lead special projects involving teams of business line staff as directed.
