About The Position

CGI is seeking a Proposal Manager to join our U.S. Government Solutions team. This role supports the end-to-end proposal development lifecycle for federal, state, and local government opportunities, with a particular focus on ERP solutions, digital transformation initiatives, and public sector modernization programs. The Proposal Manager will work closely with client-facing business units, capture leads, solution architects, subject matter experts, and executive leadership to develop compliant, compelling, and competitive responses to Requests for Proposals (RFPs), Requests for Information (RFIs), and related solicitations. The successful candidate will contribute to proposal strategy, content development, compliance management, and proposal execution while supporting CGI Advantage and other government-focused technology solutions. The ideal candidate possesses strong proposal management experience within ERP, SaaS, consulting, or technology services environments and has experience supporting pursuits within State, Local, and Education (SLED), Federal, Transportation (DOT), K-12, or broader public sector markets. Experience supporting ERP implementation, payroll modernization, financial management, budgeting, procurement, or human capital management solutions is highly desirable.

Requirements

  • 8+ years of experience supporting proposal management, proposal development, proposal coordination, or proposal writing within ERP, enterprise software, technology consulting, digital transformation, or professional services environments.
  • Experience supporting proposals for State, Local, and Education (SLED), Federal, Transportation (DOT), K-12, or other public sector organizations.
  • Experience supporting ERP, financial management, payroll, budgeting, procurement, human capital management, or related technology solution pursuits.
  • Experience in government procurement processes, RFPs, RFIs, and public sector solicitation structures.
  • Familiarity with proposal development methodologies such as Shipley, APMP, or equivalent best practices.
  • Strong written, verbal, editing, and communication skills with the ability to translate technical concepts into compelling proposal narratives.
  • Strong organizational and project management skills with the ability to manage multiple deadlines simultaneously.
  • Ability to quickly learn new solutions, client environments, and business requirements.
  • Ability to work effectively in fast-paced, deadline-driven environments while maintaining attention to detail and quality.
  • Strong interpersonal skills and the ability to collaborate with stakeholders at all organizational levels.
  • Proficiency in Microsoft 365 applications including Word, Excel, PowerPoint, SharePoint, Teams, and Adobe Acrobat Pro.

  • Experience supporting ERP implementation proposals within State, Local, and Education (SLED) organizations.
  • Familiarity with CGI Advantage, SAP, Oracle, Workday, Tyler Technologies, or other ERP platforms.

Responsibilities

  • Manage and support the full proposal development lifecycle from opportunity qualification through final submission.
  • Develop and maintain proposal schedules, compliance matrices, content plans, review calendars, and submission work plans.
  • Facilitate proposal kickoff meetings, strategy sessions, color team reviews, stand-ups, and submission readiness reviews.
  • Monitor proposal progress, track action items, identify risks, and ensure timely completion of deliverables.
  • Collaborate with capture managers and business development teams to support win strategies and proposal planning.
  • Translate capture strategies, value propositions, key messages, and win themes into compelling proposal content.
  • Draft, edit, and review technical, management, staffing, implementation, and executive summary sections.
  • Support proposal responses related to ERP modernization, payroll implementations, budgeting, procurement, financial management, and other public sector technology initiatives.
  • Ensure proposal responses clearly articulate CGI's differentiators, public sector expertise, and ERP implementation capabilities.
  • Maintain proposal content libraries, resumes, project descriptions, case studies, and reusable proposal assets.
  • Work closely with CGI Advantage teams, ERP solution architects, and subject matter experts to develop solution-oriented proposal responses.
  • Support pursuits focused on State, Local, Education (SLED), Federal, Transportation (DOT), and K-12 clients.
  • Assist with proposal content related to ERP implementations, cloud modernization, digital transformation, financial systems, payroll solutions, budgeting, and operational improvements.
  • Develop content that demonstrates CGI's experience delivering successful public sector transformation programs.
  • Partner with proposal teams, capture managers, subject matter experts, sales leaders, and business stakeholders to gather and refine proposal content.
  • Coordinate contributions from distributed teams to ensure consistent messaging and accountability.
  • Work with graphics, production, and publishing teams to support proposal formatting, visuals, and final deliverables.
  • Analyze solicitation requirements and ensure proposal compliance.
  • Develop and maintain compliance matrices throughout the proposal lifecycle.
  • Support proposal review cycles and incorporate reviewer feedback.
  • Assist with final production, quality assurance reviews, and electronic proposal submissions.
