About The Position

DNV - Energy Services North America is seeking a Proposal Manager - Utility Programs to join their Energy Management team. This role focuses on supporting the clean energy industry and involves collaborating with a team to create high-quality deliverables. The Proposal Manager will manage proposal deliverables and timelines, write proposal sections, work with subject matter experts, facilitate meetings, develop graphics and presentations, and ensure timely and compliant proposal submission. Proficiency in MS Office Suite and Adobe Creative Suite is required. Familiarity with business development strategy is desirable. This position offers a hybrid schedule and can be located in Columbus, OH; Oak Brook, IL; Oakland, CA; Phoenix, AZ, or Medford, MA, with other DNV offices also being considered.

Requirements

  • Bachelor’s degree (B.A.) from a four-year college or university in English, Writing, Journalism, Marketing, or related field
  • Four (4) or more years of experience developing and managing proposals
  • Advanced skills with MS Office (Word, PowerPoint)
  • Proficiency with MS Excel, Teams, and SharePoint
  • Intermediate skills with Adobe products (InDesign, Illustrator, Photoshop, Acrobat Pro) is essential
  • Ability to thrive in a fast-paced, high-performance, collaborative environment as a team player and take ownership in solving problems and/or finding solutions
  • Thorough commitment to operational excellence and internal customer service and satisfaction
  • Successful completion of pre-employment background and drug screening
  • Strong written and verbal English communication skills
  • Experience performing technical editing using one or more style books, particularly Chicago and AP

Nice To Haves

  • Experience with government, utility, energy efficiency and/or renewable energy projects
  • Experience utilizing AI to accelerate proposal development
  • Demonstrated project management experience
  • APMP or PMP certification preferred

Responsibilities

  • Manage the proposal process from RFP receipt to submission, including proposal document development and management (assessing RFP requirements, creating development plans, constructing templates, assigning writing tasks, discussing RFPs with teams, developing win points, monitoring assignments, tracking progress with a compliance matrix, managing review meetings, and incorporating changes).
  • Partner with bid managers to develop proposal schedules, promote adherence, and hold contributors to deadlines.
  • Develop proposal content through SME interviews and materials, and write new content using internal resources.
  • Collect and assemble core qualification materials (resumes, bios, project descriptions, company information).
  • Track and monitor working drafts, assemble required attachments and addendums, and communicate with other staff for reviews.
  • Edit proposal content for style, consistency, clarity, voice, and grammar.
  • Finalize deliverables using tools like Adobe Acrobat and submit final materials via email, web portal, or hard copy.
  • Collaborate with bid managers, opportunity managers, and SMEs to develop and refine proposals.
  • Create proposal templates and graphics using Adobe InDesign, Illustrator, Photoshop, and MS PowerPoint for visual storytelling.
  • Develop content and graphics for bid interview presentations.
  • Provide ad-hoc marketing support to the business development team.
  • Track current and pending bids.
  • Manage core materials (resumes, project descriptions, company descriptions) in proposal development using Teams/SharePoint.
  • Identify process and content improvements.
  • Train new bid team members in the proposal process.
