About The Position

The Proposal & Compliance Lead is responsible for leading and managing the full lifecycle of federal government proposals, from opportunity identification through contract award. This position oversees all aspects of the proposal development process, including solicitation analysis, compliance reviews, proposal planning, scheduling, content development, color team reviews, production, and timely submission. Working collaboratively with business development, operations, pricing, contracts, and executive leadership, the Proposal & Compliance Lead delivers compliant, compelling proposals that align with the company's strategic objectives. In addition to proposal management, the Proposal & Compliance Lead serves as the organization's lead for federal and Small Business Administration (SBA) compliance reporting. This includes managing reporting requirements associated with the SBA 8(a) Business Development Program and other small-business programs; maintaining SAM.gov registrations, representations, and certifications; supporting GSA Multiple Award Schedule administration; monitoring regulatory and FAR/DFARS changes; and promoting compliance with applicable federal procurement requirements. The position coordinates contract reporting, certifications, socioeconomic program requirements, and internal compliance activities to reduce organizational risk and maintain eligibility for federal contracting opportunities. The Proposal & Compliance Lead also develops and maintains proposal processes, templates, compliance matrices, content libraries, and lessons learned to improve proposal quality and efficiency. The position tracks key proposal metrics, supports strategic capture planning, manages proposal schedules, and coordinates cross-functional teams to produce high-quality, compliant proposals within aggressive deadlines. Success in this role requires exceptional project-management and written-communication skills, attention to detail, knowledge of federal acquisition regulations, and the ability to manage multiple priorities in a fast-paced government-contracting environment.

Requirements

  • Bachelor's degree required, or a minimum of eight years of related experience in lieu of a degree.
  • Minimum of five years of experience in federal contracting.
  • Strong understanding of the federal procurement process, including FAR/DFARS requirements, SBA 8(a), ANC advantages, and socioeconomic contracting programs.
  • Experience establishing and maintaining relationships within federal agencies, solution providers, and industry partners to support company growth and teaming opportunities.
  • Ability to assess market trends, evaluate financial implications, and develop data-driven strategies.

Responsibilities

  • Lead the end-to-end federal proposal development process, including opportunity planning, solicitation analysis, proposal scheduling, compliance reviews, color-team reviews, production, and timely submission.
  • Analyze solicitations, amendments, and evaluation criteria to develop compliance matrices, proposal outlines, and detailed schedules that guide cross-functional proposal teams.
  • Coordinate with leadership, business development, recruiting, operations, and technical subject-matter experts to develop winning proposals.
  • Develop, edit, and maintain proposal content, templates, graphics, resumes, past-performance narratives, and proposal libraries to improve efficiency and proposal quality.
  • Manage federal compliance activities, including SBA 8(a) reporting, SAM.gov registrations and representations, GSA Multiple Award Schedule administration, and other required regulatory submissions.
  • Monitor changes to the FAR, DFARS, SBA regulations, agency guidance, and other federal procurement requirements; recommend updates to internal processes and proposal practices.
  • Maintain socioeconomic program documentation and contract-reporting requirements to support continued eligibility for federal contracting opportunities.
  • Oversee proposal schedules, action-item tracking, risk management, and document version control while facilitating effective communication among staff throughout the proposal lifecycle.
  • Track proposal performance metrics, conduct lessons learned, and implement continuous process improvements to increase proposal quality, efficiency, and win probability.
  • Conduct capture activities, including researching opportunities, meeting with federal stakeholders, maintaining the FWF opportunity pipeline in HigherGov, coordinating teaming activities, and contributing to win strategies and proposal readiness.
  • Provide input on pricing strategies, contract negotiations, and risk assessments.
  • Monitor performance metrics and key performance indicators (KPIs) to assess and improve business-growth strategies.
  • Monitor strategic-initiative alignment with FWF mission objectives, cultural values, and shareholder interests.
  • Collaborate with subsidiary leadership to ensure business-development initiatives align with operational capabilities and available resources.
