About The Position

HR&A Advisors, Inc. (HR&A) is an employee-owned company advising public, private, non-profit, and philanthropic clients on how to increase opportunity and advance quality of life in cities. HR&A has offices in Atlanta, Dallas, Los Angeles, New York, Raleigh, Washington D.C. and the Bay Area. We are seeking a full-time Proposal and Marketing Manager (AI Enabled) based in one of our offices. This role requires an AI innovator who is a creative and entrepreneurial professional with 7–10 years of experience managing proposal and marketing processes for professional services companies and has been an early adopter of AI technologies in the RFP space to accelerate response times, enhance compliance, and elevate proposal quality. The ideal candidate has experience championing AI tools by building them, embedding them into workflows, and training others. Familiarity with platforms such as Claude is a strong plus.

Requirements

  • 7–10 years of experience managing marketing and proposal processes for professional services companies.
  • Preference for experience in urban development, consulting, real estate, or architecture/engineering/construction industries.
  • Strong understanding of the proposal lifecycle.
  • Working understanding of how emerging tools like AI can improve efficiencies in proposal development and library/asset management.
  • Experience championing AI tools by building them, embedding them into workflows, and training others.

Nice To Haves

  • Familiarity with platforms such as Claude is a strong plus.

Responsibilities

  • Designing, owning, and continuously improving a marketing and proposal ecosystem as an AI first systems thinker that helps scale with HR&A’s growth.
  • Assessing and improving the current proposal process.
  • Identifying opportunities to improve workflows by collaborating with the existing Knowledge Management and proposal teams.
  • Developing and executing a clear roadmap for proposal process improvements, including researching, testing, and implementing AI-enabled tools.
  • Defining and documenting firmwide best practices for proposal development and driving consistent adoption across teams.
  • Ensuring proposal teams can easily access the information they need to produce high-quality submissions.
  • Maintaining and continuously improving pilot AI tools already in use to retrieve marketing assets (e.g., resumes, qualifications, commonly-used narratives) and teaching people how to use it.
  • Managing updates and standard operating procedures to HR&A’s branded template and asset libraries.
  • Collaborating with Proposal, Communications, Graphic Design, and People teams to refine and launch new messaging, resumes, visuals, and templates.
  • Serving as a hands-on proposal manager for select high-priority pursuits.
  • Building production timelines.
  • Assigning tasks to staff.
  • Working with the Graphic Designer on proposal document design and layout.
  • Gathering information from internal and external stakeholders, including subconsultants.
  • Integrating edits and feedback and managing rounds of review.
  • Copyediting and providing graphic polish before final submission.
  • Navigating online procurement tools for proposal submittals.
  • Owning the tracking and reporting of key marketing and proposal performance metrics, including win rate, average proposal development time, proposal volume per quarter, and content utilization.
  • Analyzing performance trends to identify what’s working, where processes can improve, and which content and approaches drive the strongest outcomes.
  • Curating examples of high-performing proposals and translating insights into actionable recommendations that improve efficiency, quality, and win rates over time.
