About The Position

This position oversees and monitors compliance for approximately 150 leases, agreements/contracts, and permits held by the Trust. It also serves as the primary point of contact for ongoing citizen maintenance requests, complaints, damage claims, and contractor inquiries related to easements, crossings, and construction permits across more than 40,000 acres of Trust-owned property and associated assets, including water and sewer infrastructure. Additionally, this role manages and ensures compliance for approximately 1,200 boat stall rental permits at both Lake Stanley Draper and Lake Hefner facilities. This position is located in the Financial Services Division of the Utilities Department within the City of Oklahoma City and is under the direction of an immediate supervisor. The Property Specialist must possess knowledge of administrative and management principles prior to assuming the position. Essential job functions include: maintaining, coordinating, and monitoring activities of a work section involved in the acquisition, disposal, lease, contracting, sale and/or demolition of City or private property; identification and maintenance of surplus City property; preparation and processing of assessment projects; appraisal of property for acquisition and right-of-way; and preparation of Council agenda items, legal documents, bid proposals, etc. supporting staff recommendations and proposals. Other duties include but are not limited to: researching various methods of property management by reviewing and interpreting governing laws and regulations, and by communicating with technical experts; attending various meetings with consultant engineering firms, property owners, legal professionals, and City staff to facilitate the management of City property; and monitoring progress of sectional activities. In addition, an employee in this classification may supervise or review the work of Property Analysts or Technicians including reviewing specifications to be advertised for bid, Council or Trust Agenda items, awards of contracts to bidders, and inspection reports to review concerns and to ensure contract compliance.

Requirements

  • Knowledge of managerial techniques, methods, and principles.
  • Knowledge of property/easement acquisition and appraisal procedures, methods, laws, and regulations.
  • Skill in communicating verbally and in writing using tact and diplomacy.
  • Skill in evaluating and monitoring work methods and operations concerning property and easement acquisitions, negotiations, and/or agreements.
  • Skill in resolving conflicts associated with acquisitions of property and/or easements.
  • Ability to prepare and negotiate property leases.
  • Ability to supervise and manage the actions of a clerical and professional staff.
  • Ability and willingness to keep abreast of current legislation and regulations governing the field of work.
  • Ability and willingness to represent the City on various boards, council, and committee meetings.
  • Ability to read and interpret engineering plans and specifications.
  • Ability to establish and maintain effective working relationships.
  • Ability to travel.

Nice To Haves

  • Knowledge of and skill in operating computerized property systems, such as a Geographic Information System (GIS), title research, or property records management systems.
  • Experience managing real property owned or controlled by the City or any of its Trusts.
  • Experience researching and analyzing land records.
  • Experience negotiating, acquiring, and drafting permits, agreements and contracts.
