About The Position

The Property Manager oversees daily operations of assigned affordable housing units, ensuring compliance with federal, state, and local housing program requirements, high tenant satisfaction, accurate documentation, and safe, well-maintained properties. This role actively supports compliance with Arizona Department of Housing (ADOH) rental compliance policies, LIHTC regulations, HUD guidelines, and other funder requirements. As the primary resident-facing manager, this position coordinates leasing, rent collection, maintenance requests, eligibility verification, and recordkeeping to support operational and regulatory standards across the portfolio.

Requirements

  • High school diploma or equivalent required
  • A minimum of two (2) years’ experience in property management or leasing experience.
  • Property Management License Requirement
  • Minimum 21 years of age.
  • Valid AZ DPS Level I fingerprint clearance card (must maintain valid card throughout employment)
  • Current, valid Driver’s License and 39-month Motor Vehicle Report and proof of vehicle registration liability insurance to meet insurance requirements
  • Initial current negative TB test result, if required (Employer provides).

Responsibilities

  • Serve as the primary point of contact for tenants regarding property and lease- related matters
  • Coordinate move-ins, move-outs, unit inspections, and turnover processes
  • Enforce lease terms, house rules, and community standards consistently and professionally
  • Ensure yearly income recertifications, tenant eligibility documentation, and file audits are accurate and timely.
  • Respond to tenant concerns, complaints, and service requests in a timely manner
  • Educate residents about lease terms, resident responsibilities, and affordable housing policies.
  • Assist in the collection of rents and fees in accordance with organizational policies
  • Track tenant accounts, delinquencies, and payment plans
  • Prepare required documentation and reports related to rent and occupancy
  • Receive, log, and track maintenance requests and work orders
  • Coordinate access to units for maintenance staff and vendors
  • Conduct routine property and unit inspections to identify maintenance needs
  • Maintain accurate tenant files, leases, inspection records, and correspondence
  • Ensure property records are complete and audit-ready
  • Assist with inspections, funder reviews, and internal audits
  • Maintain compliance with fair housing and organizational standards
  • Monitor property conditions to ensure safety, cleanliness, and habitability
  • Report safety concerns or incidents promptly
  • Support a respectful, stable, and well-maintained living environment
  • Works with identified Program Staff on maintaining community standards.
