About The Position

The Department of Enterprise Services (DES) provides centralized business services to state government agencies, other public entities, and Washington residents. The Buildings & Grounds Division (B&G) is responsible for the Capitol Campus and DES-managed building operations, stewardship, and historic preservation. B&G manages service for over 42 agencies, maintains and preserves the 486-acre state Capitol Campus, including over 31 buildings, 18 public monuments, 6,000+ parking stalls, four state parks, and a 260-acre lake through its Facilities Operations, Grounds Operations, Leadership and Admin, Maintenance & Repairs, and Support Services (Custodial) programs. As a Property Manager within the Asset Management Program, you will deliver property-management level service, focusing on exceptional customer service to tenants. Your responsibilities will include coordinating tenant requests and addressing operational, maintenance, and repair needs for your assigned building portfolio. You will work closely with your supervisor to develop preventative maintenance programs, ensure regulatory compliance, and perform facility condition assessments to guide capital budget development. Your work will support the DES mission of providing state agencies and local governments with safe, functional, and well-maintained buildings and grounds while ensuring wise financial stewardship.

Requirements

  • OPTION 1: Seven (7) years of experience in governmental facilities planning work, or in a related field within the private sector, which would yield familiarity with large-scale facilities development and utilization as found at the State level. NOTE: A combination of qualifying experience and/or education totaling seven (7) years may substitute this requirement accordingly, year-for-year.
  • OPTION 2: Three (3) years of experience in governmental facilities planning work, or in a related field within the private sector, which would yield familiarity with large-scale facilities development and utilization as found at the State level; AND Bachelor’s degree in Business or Public Administration, Engineering, Architecture, Planning, or closely related field. NOTE: Qualifying experience may substitute this education requirement option, year-for-year.
  • Valid driver's license.

Responsibilities

  • Serves as the primary point of contact for tenants and contractors, focusing on building positive working relationships and resolving daily operational, space, and maintenance issues.
  • Schedules, facilitates, and coordinates all tenant meetings to address ongoing concerns, occupancy agreements, and building needs.
  • Collaborates with supervisors to develop preventive maintenance programs, ensure regulatory compliance, and immediately escalate critical or urgent matters.
  • Performs comprehensive facility condition assessments to help inform and guide the development of capital budgets.
  • Oversees and coordinates daily building logistics, including capital projects, tenant improvements, janitorial services, parking, and financial management.
  • Develops and manages annual operating budgets for assigned facilities, including presenting leadership requests for emergency funding for unanticipated expenses.
  • Oversees property financial tasks by approving reimbursable tenant invoices and collaborating with purchasing staff on the procurement of goods and services.
  • Partners with agency project managers and trade staff to oversee, inspect, and finalize construction, renovation, and tenant improvement projects while keeping all stakeholders continuously updated.
  • Prepares and maintains all tenant Occupancy Agreements in current status, ensuring accurate terms, financial payments, and defined service levels.
  • Other duties as needed.
