The Property Manager is responsible for all duties related to processing tenant applications, including marketing the property, accepting and receiving applications, qualifying applicants by checking credit and criminal background, previous landlord and other references, verifying income, maintaining a waiting list, showing apartments, and reviewing lease contracts with tenants. This role also involves annually re-certifying tenants, reinforcing lease terms, addendums, and house rules. The Property Manager will prepare for audits, assign tasks, and review/approve timecards for Key Holders. Responsibilities include collecting rents, posting them to the database, making bank deposits, and maintaining tenant and unit files in accordance with regulations and in a timely manner. If applicable, this includes collecting and depositing laundry money. The role requires performing move-in inspections with tenants, reviewing lease and house rules, and instructing on appliance usage. Move-out inspections are performed in coordination with the Portfolio Manager and/or Facilities/Maintenance Manager, and arrangements for re-keying front door locks are made. Security deposit refunds are processed promptly, and repairs/maintenance needs are addressed quickly to facilitate re-renting units. The Property Manager will assist with periodic inspections, process accounts payable weekly, and attend appropriate training classes and seminars to stay current with required property certifications. Preparing various weekly and monthly reports is also a key function. Work is performed within the approved operating budget. Work orders are processed by notifying maintenance, landscape staff, or outside providers of needed repairs, and preventive maintenance is tracked. Purchase requests and approval forms are processed, and a maintenance file for each unit is maintained to track warranty information and schedule/perform preventative maintenance. Daily checks of community spaces, grounds, mailboxes, and parking areas for cleanliness and safety are required. The Property Manager maintains control of apartment and common area keys, assists tenants with lockouts, and helps tenants organize cultural and national celebrations. Property Managers may be required to live on-site as a condition of employment, based on factors such as local/state/federal regulations, management's assessment of the property's best interest, or the need to maintain compliance with funders. These requirements may change over time. If applicable, the Property Manager maintains the community room calendar, reviews cleaning policies, security deposit, and other rules with tenants, and accepts/refunds deposits for community space use. Collaboration with the Health and Community Services Department, Portfolio Manager, and local agencies is required to coordinate self-sufficiency programs and recreational activities for tenants. Emergency preparedness, including mapping gas shutoff valves, water, and escape routes, is also a responsibility. Other duties as assigned.
