About The Position

Mon Ami Real Estate is seeking a Property Manager for its Chicago public housing portfolio, consisting of 98 units under HUD's Mixed-Finance Program leased to the Chicago Housing Authority. This role involves managing these assets as an owner would, focusing on operational and compliance responsibilities. It is a hands-on position requiring direct involvement in unit management, file management, and relationships with CHA. This is not a conventional multifamily or tax-credit role, but rather focuses on ACC public housing units with admissions through CHA referrals and a joint selection committee. Rent, recertifications, and terminations are governed by specific HUD and CHA policies, with HUD Form 50058 being the critical record.

Requirements

  • 5+ years of residential property management experience with direct, hands-on responsibility (not just oversight).
  • At least 3 years of federally assisted housing compliance experience.
  • Real public housing experience: HUD Form 50058, PIC submissions, 24 CFR Part 5 income and rent calculation, and a housing authority's Admissions and Occupancy Policy.
  • Ability to build a tenant file that survives an audit and defend it during auditor questioning.
  • Working knowledge of Fair Housing, Section 504 and ADA reasonable accommodation, and Illinois landlord-tenant and security deposit law.
  • Financial literacy: ability to build an operating budget, read a property P&L, and connect day-to-day decisions to portfolio performance.
  • An operator mindset suited to a lean, entrepreneurial environment, comfortable without institutional layers of support and accountable for outcomes.
  • Valid driver's license and reliable transportation.
  • Illinois Real Estate Leasing Agent License, or the ability to obtain one within 120 days of hire.

  • Certified Occupancy Specialist (COS), Public Housing Manager (PHM), or NAHRO / Nan McKay public housing certification.

Responsibilities

  • Day-to-day operations of 98 scattered-site public housing units including rent collection, work orders, vendor relationships, condominium association coordination, and financial reporting.
  • Manage admissions from CHA referral through screening, credit and criminal background checks, home visit, and selection committee to executed CHA sublease, including HUD Form 50058 for each applicant.
  • Oversee all annual and interim recertifications of income and family composition, with third-party verification, EIV reconciliation, and audit-ready tenant files.
  • Ensure accuracy of tenant rent, total tenant payment, and utility allowance calculations, and the 50058 record for every household.
  • Review monthly aging reports and initiate collection efforts; manage 14-day notices, lease enforcement, and evictions coordinated with CHA and ownership.
  • Administer CHA's tenant grievance procedure, including informal settlement and hearing officer referral.
  • Manage unit condition through joint move-in and move-out inspections, annual unit inspections, NSPIRE and REAC readiness, and 24-hour emergency response.
  • Prepare for and respond to CHA desk audits, file reviews, and HUD monitoring, tracking findings to closure.
  • Develop annual operating, replacement reserve, and capital expenditure budgets for the portfolio.
  • Prepare and deliver the monthly reporting package to ownership and CHA by the 15th, including delinquency list, statement of receipts and disbursements, accounts receivable and payable, and reconciled bank statements.
  • Administer segregated reserve and security deposit accounts, including Illinois-required deposit interest.
  • Examine and analyze property operating statements and budgets, evaluating data and reporting for accuracy.
  • Supervise and develop the Property Management Coordinator.
  • Manage lease renewals and lease enforcement following Public Housing rules and regulations.
  • Oversee the reasonable accommodation process.
  • Prepare files for review using perfect file formats as required by CHA and purge files regularly to meet compliance requirements.
