About The Position

This is a highly responsible position that performs various facets of real estate transaction matters for Hernando County Property Management. It requires in-depth knowledge of County policies, coordination of extremely detailed tasks, including the maintenance of records for property transactions and lease agreements, initial implementation of the transaction procedure, and the ability to coordinate and facilitate professional services associated with property transactions. The role involves maintaining communication and good working relationships with officials, vendors, and other Hernando County Departments and employees.

Requirements

  • Graduation from an accredited college or university with an Associate in Arts degree or Associate of Science degree in Business Management.
  • Three (3) years of experience in real estate, property valuation, or legal secretarial work; including two (2) years of experience in customer service and general office duties.
  • A combination of education, training and experience may be substituted at the County’s discretion.
  • Must possess and maintain a valid Florida Driver’s License or must obtain within 30 days of establishing residency in Florida and be insurable by current insurance carrier, or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
  • Must have or be able to obtain certification within three (3) months of employment in FEMA National Incident Management System (NIMS) courses: IS-100.c: Introduction to the Incident Command System (ICS), IS-200.b: ICS for Single Resources & Initial Action Incidents, IS-700.b: An Introduction to the National Incident Management System.
  • Knowledge of basic real estate transactions regarding property acquisition and disposition.
  • Knowledge of proper office practice.
  • Ability to make timely and sound judgmental decisions.
  • Ability to communicate with customers and vendors effectively and professionally.
  • Ability to prepare detailed written communication in a timely and effective manner.
  • Ability to read and interpret lease agreements.
  • Ability to work with minimal supervision and use good judgment.
  • Ability to establish and maintain effective working relationships with co-workers.

Responsibilities

  • Prepare and maintain property transaction records.
  • Maintain bi-weekly, monthly and annual reports.
  • Maintains Lease database for termination and renewals.
  • Review and process completed Purchase Sale Agreements and Contracts for Purchase.
  • Reviews documents for accuracy and completeness.
  • Process requests received from Property Management Supervisor or other divisions by applying current departmental policy.
  • Issue various types of correspondence.
  • Process and scan documents according to county records management policy and department procedures.
  • Assist various staff with questions and/or reporting, as applicable.
  • Initiate Legal Requests for review of real estate transaction documents.
  • Initiate agenda items for Property Management to be heard before the Hernando County Board of County Commissioners.
  • Monitors deadlines for agenda item.
  • Responsible for the creation of Legal Ads/Public Notices for Property Management agenda items going before the BOCC.
  • Create, maintain, and update standard operating procedures; assist in training new employees.
  • Communicate with various representatives from other departments, as well as vendors and customers.
  • Participate in special projects for resources associated with job functions, such as new technologies, programming, processes and task updates, development of new procedures and other applicable tasks.
  • Performs other reasonable related duties as assigned by immediate supervisor or other management personnel.
  • County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description.
