About The Position

This is specialized technical work in the determination of real property physical characteristics for ad valorem taxation. This highly technical work is accomplished primarily through the review and analysis of aerial imagery and field reviews. Heavy use of a personal computer (PC) is required. The professional works primarily in the office utilizing desktop aerial review, but also works in the field, to include any new additions/improvements, and measurement calculations of square footage. Duties include compiling necessary records, interpreting aerial images, inspecting properties, and determining the quantity and quality of building construction. Work performed adheres to generally accepted mass appraisal methods and techniques, departmental procedures, and legal requirements governing tax assessment. A technically superior supervisor reviews the employees’ completed work for accuracy, thoroughness, and effective application of appraisal methods and techniques.

Requirements

  • High school diploma or GED.
  • Six months of experience in construction, tax assessment, property appraisal, or real estate sales is required.
  • Completion of 30 credits of college coursework may substitute for the required work experience.
  • Must possess a valid Florida driver's license.

Responsibilities

  • Review property and inspect property sites to obtain necessary information for physical characteristics, improvements/additions, measure the perimeter of structures, zoning compliance, and other regulations.
  • Draws buildings using a PC sketch program that computes the area in square feet or as appropriate and determines the location and dimensions of structural improvements.
  • Identifies structural features of buildings and makes judgments concerning the types of construction and the quality involved in the construction.
  • Responsible for measuring addition to homes, calculating square footage of additions and record data and identifies property uses. Compiles and review records necessary for ad valorem appraisals purposes.
  • Takes photographs of the appraisal properties, including all improvement on parcels and creates and updates building sketches.
  • Uses an assigned PC daily to complete numerous tasks.
  • Compiles all records necessary for field inspections including zoning classification, legislative resolutions, variances, deed restrictions, special permits, and folio information.
  • Determine physical characteristics of a property by using aerial photography.
  • Labels the drawing with the required information using the same sketch program.
  • Conducts damage assessment in coordination with federal and state emergency management office during the aftermath of local disasters, such as hurricanes or tornadoes.
  • Performs various duties related to completion of the annual tax roll.
