About The Position

This classification appraises residential, urban, farm, ranch, and personal property for tax assessment and does related work as required. Duties are concentrated on skilled appraisal of a classification of property. The employee is responsible for the accuracy and adequacy of their data, and for the thoroughness of his/her inspections. Work is distinguished by the professional character and competence of the employee's appraisals. This position works under the general supervision of the Assessor, Assistant Assessor, and/or Chief Appraiser of the Assessor's Department. The Chief Appraiser assigns work and checks results, but appraisals are conducted with considerable independence. Although this classification is occasionally called upon to advise and assist a fee or junior appraiser, actual supervisory accountability is placed on appraisers of higher classifications.

Requirements

Possession of an AA degree OR Bachelor's degree in related field.
One year experience and background in real estate and/or construction with a strong customer service experience a plus, Or any satisfactory equivalent combination of experience and training which demonstrates the ability to perform the above described duties may be accepted.
Must have current Oregon certification to appraise for ad valorem taxation or be able to attain one within six months of hire.
Candidate receiving certification while employed with Malheur County must continue working in the Appraiser II position for a minimum of 12 months from date of certification or be subject to reimbursing the county for all costs associated with training and certification.
Must possess a valid driver's license with an acceptable driving record per the County's vehicle policy.
A safe and acceptable driving record must be maintained throughout the course of employment.
Must adhere to Oregon Department of Revenue Administrative Rules 150-308.010-(A) which states: "(a) Registered appraisers are required to successfully complete 30 credits approved education every two years. Continuing education requirements shall apply to any registered appraiser whether or not currently employed by state or local government."
"(b) Registered appraisers with less than three years of appraisal experience with either the Department of Revenue or county Assessor's Office, or a combination of the two, must complete 60 credits of training within the first two calendar years following their registration."
Knowledge of modern principles of real property appraisal, including land mapping and surveying.
Knowledge of computer assisted appraisal methods; laws relating to field of specification.
Skill in making accurate appraisals.
Skill in the operation of modern office and computer equipment; processing information.
Ability to communicate effectively both orally and in writing; make clear and concise reports and recommendations relating to appraisals and other activities; make accurate complex mathematical computations.
Ability to work independently and without direct supervision; interpret and implement departmental policy and deal professionally and tactfully with a variety of individuals and agencies.

Responsibilities

Locates properties in a variety of specific geographic locations.
Inspects, measures, and collects information on the physical property in the field on various types of terrain and in all weather conditions.
Appraises residential, rural, and urban land and new or existing buildings for tax assessment.
Participates in pre-appraisal set-up, which includes defining neighborhoods, developing land schedules.
Documents field information for entry into computer data base.
Draws diagrams of the property buildings.
Explains property values to property owners and general public and provides them with information, in the field, in the office, at the counter and on the telephone.
Performs data entry and processes current information on a computer data base.
Complies with departmental and county procedures and policies.
May testify in Tax court, Magistrate court, Department of Revenue or Board of Property Tax Appeals hearings on appeals.
Attends meetings & training seminars.
Assists in counseling county or fee appraisers concerning appraisal factors and state valuation methods.
Courteously meet and deal effectively with other employees, department heads, outside agency personnel and the public.
Regular physical attendance at the employer's facility is required.
