About The Position

The City of Springfield is seeking applicants for a Projects Manager position within the Office of Budget and Management, specifically in the Budget & Management Division. Requirements

  • Knowledge, skill, and mental development equivalent to the completion of four years of college and three years of payroll management experience, or an equivalent combination of training and experience.
  • Thorough knowledge of payroll applications and databases.
  • Thorough knowledge of flexible spending benefit systems.
  • Thorough knowledge of IRS, IMRF, state tax, and workers’ compensation regulations.
  • Thorough knowledge of applicable ordinances related to payroll processing.
  • Thorough knowledge of union contracts.
  • Ability to work with angry or irate employees.

Nice To Haves

  • Preference for employment in all positions with the city shall be given to applicants who are full-time city residents.
  • Current City employees must have completed their probationary period and attained certified status in their current position to be eligible to apply.

Responsibilities

  • Provide oversight of the payroll department, including supervision of all payroll employees.
  • Certify weekly payroll processing, including time-to-gross, gross-to-net, workers’ compensation, and flexible spending payments.
  • Process supplemental payrolls to resolve issues impacting IRS compliance and employee pay.
  • On an ongoing basis, train staff and City departmental timekeepers of all payroll-related requirements in association with Chapter 36, union contracts, payroll processing, and the flexible spending benefit plan.
  • Prepare and monitor tax reports, including IRS 941 and 5500.
  • Ensure compliance with federal and state tax requirements, including accurate preparation, calculation, and distribution of W-2s.
