About The Position

GAI is seeking a Project Technical Specialist I to join our Power Delivery team, supporting the development of Engineering, Procurement, and Construction (EPC) Scope of Work (SOW) documents for utility infrastructure projects. The ideal candidate will bring experience in power delivery engineering design, including transmission, distribution, and/or substation projects, along with strong critical thinking, problem-solving, organizational, and collaboration skills. This position offers the flexibility of a remote or hybrid work schedule. This role combines technical leadership with project advisory responsibilities, supporting programs through all phases of project development and execution. The successful candidate will possess a strong technical foundation in electric utility engineering, exceptional communication skills, and a passion for applying engineering principles to solve real-world challenges. This position works closely with the Program Manager and client stakeholders to ensure successful project delivery and continuous process improvement.

Requirements

Strong knowledge of electric utility transmission, distribution, and substation engineering and design practices.
Understanding of project management principles and the application of best practices to improve productivity, efficiency, quality, and project execution.
Ability to serve as a mentor and project management resource for Task Managers and project team members.
Strong analytical, problem-solving, and decision-making skills.
Excellent verbal and written communication skills with the ability to effectively engage clients, management, and project teams.
Highly organized with strong attention to detail and document control processes.
Ability to work both independently and collaboratively within multidisciplinary teams.
B.S. Engineering or other technical degree
10+ years of experience.
Must pass MVR check to be confirmed as insurable to drive on company time/company vehicles; must be willing to travel as required by job.

Nice To Haves

Familiarity with transmission line and substation construction practices preferred.
Knowledge of environmental permitting requirements and regulatory compliance preferred.
Bachelor’s degree in Electrical, Mechanical or Civil Engineering. (Electrical Preferred)
Experience supporting electric utility transmission, distribution, or substation projects.
Experience developing engineering scopes of work, specifications, or construction packages.
Project management experience within utility, consulting, or EPC environments.
Professional Engineer (PE) license is a plus but not required.

Responsibilities

Lead and facilitate client meetings, including preparation of agendas, meeting documentation, and action item tracking.
Develop, maintain, and continuously improve project-specific EPC Scope of Work documents.
Review engineering design submittals for completeness, quality, and compliance with project requirements.
Apply broad technical knowledge of electric utility infrastructure projects to support project execution and decision-making.
Collaborate with internal and client subject matter experts to enhance standards, procedures, and project documentation.
Support quality assurance and quality control efforts through technical reviews, peer reviews, and process improvements.
Develop and manage document control procedures to ensure consistency and accuracy across projects.
Mentor and train engineers, designers, and project staff on quality and technical best practices.
Manage assigned projects with responsibility for scope, schedule, budget, quality, safety, and profitability.
Develop project proposals, including scope, schedule, staffing plans, and fee estimates.
Serve as the primary point of contact for clients on assigned projects.
Foster and maintain strong client relationships by identifying opportunities for future work and supporting business development initiatives.
Support the successful delivery of EPC programs through technical expertise, leadership, and cross-functional collaboration.
Serves as the technical advisor for the organization in the application of advanced concepts and methods in an assigned area.
Keeps informed of new developments and requirements affecting the organization for the purpose of recommending changes in programs or applications.
Develops new techniques and/or improved processes, materials, or products.
Values and analyzes sustainable performance of complex engineering projects from a systems perspective.
Oversees a project team of engineers and technicians.
Plans, schedules, and coordinates the preparation of documents or activities for multiple major projects or is responsible for an entire program of an organization.
Analyzes project management plans for complex engineering projects.
Understands project delivery uncertainties and uses risk management principles to address them.
Reviews operational procedures to ensure compliance with applicable policies and performance measures.
Applies thorough knowledge of current principles and practices of engineering related to the variety of aspects affecting their organization.
Applies progressively acquired expertise to resolve crucial issues and/or unique conditions.
Keeps informed of new methods and developments affecting their organization and recommends new practices or changes in emphasis of programs.
Leads programs of moderate complexity and scope or leads a major project.
