About The Position

Qinetiq US is looking for a Project Task Manager. This is an opportunity to lead and influence IT modernization at the Federal Highway Administration's (FHWA) Office of Information Technology Services (OITS). As a Project Task Manager, you will plan, coordinate, and report on IT projects across FHWA's application development, operations and maintenance (O&M), and development, modernization, and enhancement (DME) portfolio. You will support FHWA's IT governance structures, seeking to strengthen program management practices through standardized processes, SOPs, and executive reporting. Agile experience is highly valued.

Requirements

  • Bachelor's degree
  • Minimum of 8 years of experience in IT project or program management
  • Experience managing IT projects across the SDLC
  • Experience developing and maintaining project schedules, risk/issue registers, and status reports for senior leadership
  • Experience using at least one project management or work-tracking tool (e.g., Microsoft Project, Azure DevOps, JIRA, Smartsheet, Planview)
  • Ability to obtain and maintain a DOT Public Trust

Nice To Haves

  • Project Management Professional (PMP) certification
  • Certified ScrumMaster (CSM), Professional Scrum Master (PSM), or SAFe certification
  • Experience supporting the U.S. Department of Transportation (DOT) or FHWA
  • Experience using Azure DevOps and/or JIRA to support Agile delivery
  • Experience supporting an enterprise collaboration platform migration (e.g., Google Workspace or Microsoft 365)
  • Experience supporting robotic process automation (RPA), data analytics, or AI initiatives
  • Knowledge of the Federal Information Technology Acquisition Reform Act (FITARA), the Clinger-Cohen Act, and OMB Circular A-130
  • Excellent written and oral communication skills, including briefing senior leaders

Responsibilities

  • Plan, coordinate, and monitor assigned IT projects across the software development life cycle (SDLC), including O&M and DME efforts. Manage scope, schedule, cost, risks, issues, and dependencies.
  • Develop and maintain integrated project schedules, risk and issue logs, action item trackers, and decision logs.
  • Prepare executive-ready status reports, quad charts, dashboards, and briefings for FHWA IT leadership.
  • Support development of Program/Project Management Plans covering scope, schedule, financial, quality, resource, communications, risk, and change management.
  • Develop, update, and maintain SOPs, SDLC documentation, templates, and other governance artifacts. Coordinate stakeholder review and signature routing.
  • Plan and facilitate status meetings, working sessions, governance reviews, and Agile ceremonies (sprint planning, backlog grooming, daily scrums). Capture minutes, decisions, and action items and drive them to closure.
  • Coordinate user acceptance testing (UAT), cutover, knowledge transfer, and transition activities for system migrations and platform changes.
  • Maintain project inventories and support project intake, prioritization, and portfolio-level reporting.
  • Prepare materials and analysis for the Technology Review Board, Investment Review Board, and Architecture Review Board.
  • Evaluate, recommend, and support implementation of program and project management tools for resource, cost, risk, and work tracking.
  • Monitor performance, analyze trends and issues, and advise on corrective actions to keep cost, schedule, and scope within allotted funding. Conduct performance assessments and lessons-learned sessions.
  • Coordinate with FHWA staff, DOT OCIO, and other contractors responsible for interfacing applications and infrastructure.
