About The Position

The Project Superintendent (Owner’s Representative) serves as the on-site extension of the Owner/Developer, providing continuous field presence and oversight across a $9B+ integrated resort development. The project includes a large-scale casino, hotel, public park, major infrastructure, roadway systems, structured parking, and renovation of an active transit/subway station. This role acts as the Owner’s “eyes and ears” in the field, supporting the project team by monitoring construction activities, validating performance of the Construction Manager (CM) and trade contractors, and ensuring alignment with project safety, logistics, quality, and schedule objectives. The Superintendent plays a critical role in coordinating site-wide logistics and safety strategies, and serves as the primary liaison between the Owner, OCIP administration, and the CM’s field teams.

Requirements

  • 10–20+ years of field construction experience, with significant time in superintendent or senior field leadership roles.
  • Proven experience on large, complex projects (preferably $500M+), with exposure to mixed-use, infrastructure, or transit-related construction.
  • Experience working with or alongside Construction Managers in an oversight or owner’s representative capacity strongly preferred.
  • Experience with large-scale site logistics and multi-phase construction environments.
  • Strong understanding of field construction practices across multiple trades.
  • Strong understanding of site logistics planning and execution.
  • Strong understanding of safety management systems and OCIP programs.
  • Familiarity with infrastructure, roadway, and transit-related construction is highly desirable.
  • Strong field presence with the ability to influence without direct authority.
  • Excellent observational, problem-solving, and communication skills.
  • Ability to manage multiple priorities in a fast-paced, high-complexity environment.
  • High level of professionalism and sound judgment in representing the Owner.
  • Bachelor’s degree in Construction Management, Engineering, or related field preferred (or equivalent experience).
  • OSHA 30-hour certification required (or ability to obtain).

Responsibilities

  • Provide daily on-site presence representing the Owner/Developer.
  • Monitor Construction Manager (CM) and subcontractor field operations for adherence to contract requirements, project schedule and sequencing, and quality standards and workmanship.
  • Act as a proactive support resource to CM field teams while maintaining independent oversight.
  • Identify and escalate field issues, conflicts, and risks to the Owner’s project leadership.
  • Lead review, validation, and continuous improvement of all site logistics plans.
  • Evaluate and coordinate site access, laydown areas, and material flow, tower crane and hoisting strategies, workforce movement and staging, and traffic management and roadway interface.
  • Ensure logistics planning aligns with complex, multi-phase construction and active site constraints, including transit operations and public interfaces.
  • Work closely with CM to enforce disciplined execution of logistics strategies across all trades.
  • Serve as the primary liaison between the Owner/Developer team, OCIP (Owner Controlled Insurance Program) administrators, and the Construction Manager and trade contractors.
  • Oversee and influence site-wide safety culture and performance.
  • Review and provide input on site-specific safety plans and procedures.
  • Monitor compliance with OCIP requirements, regulatory standards (OSHA and local agencies), and project-specific safety protocols.
  • Participate in safety audits, incident reviews, and corrective action planning.
  • Drive proactive safety initiatives and ensure accountability across all field teams.
  • Track daily construction activities and verify progress against baseline schedules.
  • Identify potential delays or sequencing conflicts and work with CM to mitigate impacts.
  • Observe installation of key systems to ensure compliance with design intent and quality expectations.
  • Facilitate rapid resolution of field coordination issues between trades.
  • Monitor field quality control processes and inspection activities.
  • Ensure proper implementation of approved drawings, submittits, and specifications.
  • Support punch list development and closeout processes.
  • Advocate for a high standard of workmanship across all project components.
  • Interface regularly with Owner/Developer project managers, Construction Manager leadership and field staff, design team representatives, and public agencies (including transit authorities).
  • Support coordination of work in sensitive or active environments, including transit facilities and public-facing areas.
  • Provide clear, concise daily and weekly field reports to the Owner’s project team.
  • Highlight key risks, safety concerns, logistics challenges, and progress updates.
  • Maintain accurate records of field observations, issues, and resolutions.
