About The Position

The Facility and Building Services division of Veolia North America provides utility operation and maintenance services for utilities infrastructure in light and heavy industry across 50 sites in the United States. These services support plants requiring water, wastewater, steam, cooling, power, and combined heat and power utilities for their production processes. The Project Structurer will be part of the business development team, responsible for building value propositions and creating/managing cost models for operations, maintenance, and capital projects. This role acts as a liaison between developers, process engineers, capital project management, operations general managers, and finance. The position requires developing accurate and competitive cost models based on best practices from existing projects, in response to RFPs or for Veolia-developed solutions.

Requirements

  • Minimum 10-15 years of progressive experience in structuring and Utilities O&M within light and heavy industry.
  • Direct experience in steel, chemical/petrochemical, power, automotive, and API Pharmaceutical markets within heavy industry.
  • Background in industrial water, wastewater, steam, cooling, power, and combined heat and power.
  • Bachelor's degree in engineering.
  • Knowledge of utility operations in light and heavy industry.
  • Ability to build relationships with key stakeholders at customer sites, internal VNA development teams, and internal VNA operations managers.
  • Ability to support 25% travel to customer locations and VNA corporate hubs.

Responsibilities

  • Assemble and maintain benchmarks for best practices at existing projects.
  • Develop project staffing plans and identify required disciplines based on benchmarks and activity analysis.
  • Build accurate and competitive wage rates and personnel availability using benchmarks, indexes, and third-party consulting.
  • Create accurate and competitive maintenance estimates based on benchmarks and activity analysis.
  • Organize SLAs, specialty contractors, and other required services for the development process.
  • Support Capital Project Management (CPM) in scoping and estimating capital projects or interfacing with E&C partners.
  • Develop mobilization plans, schedules, and cost estimates.
  • Assist project developers in building value propositions, defining scope, conducting make/buy analysis, and setting fee structures.
  • Identify project risks, develop mitigating strategies, and define due diligence requirements.
  • Perform sensitivity analysis and support the internal risk review process.
  • Review RFPs, support project developers and proposal teams, validate offer compliance, and review contract terms and conditions related to project scope and fees.
