About The Position

STV is seeking a Project Scheduler - Aviation to join our PM/CM group to support one of our aviation clients onsite in Los Angeles, CA. The TDIP Scheduler shall report to the TDIP Project Controls Manager. The TDIP Scheduler shall be ultimately responsible to develop and maintain detailed construction planning schedules for new construction and renovation work, as required for the Terminal Development & Improvement Program. These schedules may incorporate several scenarios used to finalize construction sequencing and contracting plans. These projects may include but are not limited to: Airline Terminal Improvement projects, Airport Service Improvement projects, Terminal Development projects and Asset Renewal. Participate as integral member of an owner’s program and project controls team, being directly responsible for scheduling multiple, interdependent projects of a large scale ($100m+ in value). Work collaboratively with other elements of the owner’s team, including project managers, construction managers, other controls discipline leads, and claims staff to monitor, report on, and negotiate issues on assigned projects. Review designer and contractor submitted schedules and perform analysis as needed. Provide owner with objective assessments of schedule delays (using Time Impact Analysis or other means), present summary and detailed findings to owner and/or third parties as needed. Engage in direct discussions with contractor, as needed, to understand basis of delay claims and support owner’s understanding of potential liabilities for the negotiation of appropriate settlements.

Requirements

Representing an owner, direct experience scheduling multiple, interdependent projects.
Direct forensic scheduling experience to support claims analysis on large complex projects (projects of at least $200M value and 3-years or greater duration).
Demonstrate understanding of design and construction methodologies and project life cycles.
Advanced use of Oracle Primavera software (mastery of Primavera Project Planner Version 6.0 or higher required).
Proficiency with related software tools such as Schedule Analyzer, Microsoft Project, Claims Digger, etc.
Proficient in Microsoft Office Suite and Bluebeam.
2-5 years or more of scheduling experience on an active construction project.
Direct forensic scheduling experience to support claims analysis on large-scale, complex heavy civil, vertical and horizontal projects (projects of at least $200M value and 3-years or greater duration) particularly for assessment of delay claims and potential owner’s liabilities.
Experience with various delivery methods, including Design-Bid-Build, Design+CMAR and Design/Build.
Demonstrated experience scheduling for multiple concurrent and interrelated projects.
Ability to effectively communicate technical and schedule related information in oral and written form to non-expert audiences.
Ability to work collaboratively with other subject matter experts and resources to support owner’s evaluation of claims.
Demonstrated ability to understand technical and complicated construction program, contract and the ability to communicate progress and findings to both technical and management-level personnel.
Bachelor’s degree in Engineering, Construction Management, or other related technical field required.
Consultant MUST have a company-provided laptop computer.
Cell phone provided by consultant is required.

Nice To Haves

Prior experience in aviation and large transportation projects is highly desirable.
Relevant Professional Licensure & Certifications are strongly preferred.

Responsibilities

Collaborate with project managers, construction managers, controls discipline leads, and claims staff to monitor, report on, and negotiate issues on assigned projects.
Review designer and contractor submitted schedules and perform analysis.
Provide objective assessments of schedule delays using Time Impact Analysis or other means, and present findings to the owner and/or third parties.
Engage in direct discussions with contractors to understand delay claims and support the owner's understanding of potential liabilities for settlement negotiations.
Assist with reviewing project schedule submittals by Design and Contractor Teams.
Perform independent analysis of submitted schedules for the Owner, ensuring compliance with contract requirements.
Conduct analyses of preliminary schedules, baseline schedules, four-week look-ahead schedules, monthly schedule updates, recovery schedules/time impact analysis/time extension requests, and as-built project schedules.
Facilitate coordination on interface issues between multiple projects.
Ensure submitted schedules follow LAWA project code and activity code structure.
Identify, understand, and apply relevant contract sections to each claim.
Assist with change order and claims disputes.
Complete analyses of contractor’s delay claims and related time impact analyses within the context of contract documents and industry practice.
Examine claims and actual schedules for completion, identify related disruption, acceleration, and recovery opportunities, and recommend apportionment of delay/acceleration and associated costs.
Provide reports of analyses and briefing materials, effectively communicating complex project sequencing and/or forensic assessments.
Provide observations on potential delay mitigation and related schedule issues, communicate to the team, and recommend alternatives.
Contribute to LAWA’s goals through productive collaboration with all stakeholders.
