About The Position

Aleut Management Services is seeking a Project Programmer/Site Lead to provide engineering Advisory and Assistance Services to the 50th Civil Engineer Squadron at Schriever Space Force Base. This position combines facility project programming with daily leadership of an onsite, multidisciplinary team supporting infrastructure planning, space optimization, computer-aided design, civil and electrical engineering, Geographic Information Systems, and construction oversight. The Site Lead serves as Aleut’s primary onsite representative, coordinates daily contractor activities, maintains visibility of assignments and deliverables, and connects the onsite team with Aleut’s Program Manager and corporate resources. The Project Programmer develops decision-ready Facility Sustainment, Restoration, and Modernization; energy; Military Construction; Nonappropriated Fund; and Energy Resilience and Conservation Investment Program project packages in accordance with Air Force Civil Engineer Center business rules and applicable USAF and USSF guidance.

Requirements

  • Bachelor’s degree in engineering or architecture and at least five years of experience as a facility design engineer or construction project manager; or At least five years of Department of Defense project programming experience, including development of programming documents such as DD Forms 1391.
  • Experience leading or coordinating multidisciplinary engineering, facility, construction, or installation-support personnel.
  • Knowledge of facility project programming, requirements development, cost estimating, planning, design, and construction processes.
  • Ability to manage multiple concurrent assignments, establish priorities, monitor deadlines, and maintain accurate project records.
  • Experience communicating project status, risks, recommendations, and required decisions to Government customers and organizational leadership.
  • Strong written communication, meeting facilitation, stakeholder coordination, and problem-resolution skills.
  • Ability to work full-time onsite at Schriever Space Force Base.
  • Legal United States residency and work authorization and the ability to satisfy Government suitability, installation-access, and restricted-area requirements.
  • National Agency Check with Inquiries or other required suitability processing.
  • Common Access Card or Defense Biometric Identification System credentialing.
  • Restricted-area and installation-access processing.

Nice To Haves

  • Direct experience supporting a Civil Engineer Squadron, military installation, or Air Force Civil Engineer Center program.
  • Experience with Facility Sustainment, Restoration, and Modernization or Military Construction programming.
  • Working knowledge of Air Force Comprehensive Asset Management Plan processes and applicable Air Force Civil Engineer Center business rules.
  • Experience using NexGen IT/TRIRIGA, the Comprehensive Planning Platform, the Parametric Cost Engineering System, and the Project Authorization Tool.

  • Experience coordinating facility projects in controlled or restricted military environments.
  • Project Management Professional certification or comparable program/project management credential.
  • Familiarity with contractor quality control, performance reporting, corrective-action tracking, and non-personal-services contract requirements.

Responsibilities

  • Serve as Aleut’s primary onsite representative and point of coordination for contractor personnel supporting the 50th Civil Engineer Squadron.
  • Direct and synchronize daily contractor activities while maintaining the non-personal-services relationship and established lines of authority.
  • Coordinate multidisciplinary Project Delivery Team activities across programming, planning, engineering, technical data, and construction workstreams.
  • Track assignments, milestones, deliverables, risks, dependencies, and corrective actions across the contractor team.
  • Consolidate project status information and submit the monthly Project Status Report on the first business day of each month.
  • Monitor deliverable timeliness, accuracy, regulatory compliance, and correction of identified deficiencies against Performance Work Statement thresholds.
  • Elevate staffing, schedule, access, technical, or performance risks to Aleut’s Program Manager before they affect mission requirements.
  • Support workforce integration, onboarding, knowledge transfer, leave coordination, and replacement planning.
  • Validate project requirements with facility users, engineers, maintenance shops, planners, and other stakeholders.
  • Program facility projects in accordance with Air Force Comprehensive Asset Management Plan processes, Air Force Civil Engineer Center business rules, Unified Facilities Criteria, Department of the Air Force instructions, and applicable USAF and USSF guidance.
  • Develop and maintain project scope, justification, execution strategy, milestones, and supporting technical documentation.
  • Prepare DD Forms 1391, project programming packages, advocacy materials, and Project Authorization Tool submissions.
  • Develop parametric cost estimates and documented bases of estimate using the Parametric Cost Engineering System and applicable cost-estimate classifications.
  • Enter and maintain project information in NexGen IT, the Comprehensive Planning Platform, and other Government systems of record.
  • Support work-order review boards, project validation activities, investment planning, and annual project-prioritization processes.
