Learn more at www.dashiell.com Primary Function The Project Program Director serves as the senior leader accountable for the full lifecycle delivery of a large-scale, multi-project portfolio executed on behalf of a single strategic customer in the high-voltage substation sector. This role functions as the primary executive interface with the customer, managing a portfolio of concurrent EPC substation projects released under a master program or framework agreement. The Project Program Director ensures integrated schedule, cost, scope, and risk management across all active projects while fostering a long-term, trust-based relationship with the customer that positions Dashiell as a preferred execution partner. This position is responsible for driving consistency of delivery, proactive communication, and strategic alignment between Dashiell’s operations and the customer’s capital program objectives. The role leads a dedicated program team and works across regional project managers, engineering, procurement, construction, and commercial functions to unify execution under the customer portfolio. The position will be based in our Houston, Texas office located at 12031 Kurland Dr, Houston, TX 77034 and will report to Dashiell’s Vice President of Operations.

Requirements

  • Bachelor’s degree in Engineering, Construction Management, or a related field; equivalent professional experience of 4 or more years may be considered in lieu of a degree.
  • Minimum of 15 years of progressive experience in EPC project management, program management, or construction management within the energy, power delivery, or infrastructure sector, including demonstrated experience managing large-scale projects or portfolios valued at $200M or more.
  • Demonstrated experience managing a large-scale, multi-project portfolio—ideally for a single strategic customer under a framework or master service agreement.
  • Understanding of high-voltage substation EPC execution, including engineering workflows, equipment procurement, field construction sequencing, and commissioning.
  • Proven track record of building and sustaining executive-level customer relationships, serving as a trusted advisor and primary point of escalation.
  • Expertise in integrated program controls including Primavera P6 scheduling, earned value management, cost forecasting, and risk management methodologies.
  • Exceptional communication and influencing skills, with the ability to represent Dashiell credibly at the customer’s executive level.
  • Strong commercial acumen, including experience managing contract compliance, change order negotiations, and claims readiness across large portfolios.
  • Demonstrated people leadership skills with experience managing and developing professional teams in a project-driven environment.
  • Proficiency with Microsoft Office Suite and digital collaboration and reporting platforms.
  • Regular travel to project sites and customer facilities required; must maintain a valid driver’s license.
  • Candidates must be at least 18 years of age and legally authorized to work in the United States on a permanent basis without current or future visa sponsorship.

Nice To Haves

  • Direct experience delivering high-voltage electrical substation, transmission, or power delivery EPC projects at a portfolio or program scale.
  • PMP, PgMP, or equivalent project/program management certification.
  • Experience operating within a multi-office or geographically distributed EPC organization.
  • Familiarity with framework agreements, rate schedule contracts, or master service agreements common in utility capital programs.
  • Experience with InEight or comparable field management platforms.

Responsibilities

  • Serve as the single accountable executive for all substation EPC projects released under the customer’s portfolio program, owning delivery outcomes across cost, schedule, quality, and safety.
  • Maintain a consolidated, real-time view of portfolio health—integrating project-level data from active substation projects into a unified program dashboard for internal leadership and customer reporting.
  • Establish and enforce integrated master program schedules, ensuring individual project plans align to customer milestones and release cadences.
  • Lead portfolio-level risk identification, mitigation planning, and escalation protocols; proactively surface issues to the customer before they impact delivery.
  • Direct resource allocation and leveling across concurrent projects, partnering with Regional Office Leaders to optimize staffing deployment across the program.
  • Govern scope, change, and contract compliance at the program level, ensuring consistency across all project change management processes.
  • Act as Dashiell’s primary executive point of contact for the strategic customer, building a trusted, long-term partnership grounded in transparency, reliability, and results.
  • Lead regular program-level reviews with the customer’s capital program leadership—presenting portfolio status, risk outlooks, upcoming releases, and delivery commitments.
  • Develop a deep understanding of the customer’s capital planning cycle, project release schedule, and organizational priorities to anticipate needs and align Dashiell resources accordingly.
  • Negotiate and resolve escalated issues, contract disputes, and scope conflicts with the customer in a manner that preserves the relationship while protecting Dashiell’s commercial interests.
  • Identify and pursue opportunities to expand Dashiell’s scope and value within the customer’s program, in close coordination with Business Development and the Vice President of Operations.
  • Provide active oversight and governance over each project team executing work within the portfolio, ensuring adherence to Dashiell’s EPC standards, quality programs, and safety requirements.
  • Conduct structured project health reviews with Project Managers on a regular cadence, identifying execution gaps and driving corrective action.
  • Ensure integrated cost control, earned value analysis, and forecasting discipline is maintained across all portfolio projects.
  • Oversee procurement strategy and major equipment and material commitments at the program level, coordinating with Procurement leadership to leverage portfolio volume for favorable terms.
  • Drive schedule performance and critical path management across concurrent substation projects, facilitating cross-project coordination where resource or workflow conflicts arise.
  • Lead, mentor, and develop a dedicated program team including Program Controls, a Program Coordinator, and embedded Project Manager resources aligned to the customer portfolio.
  • Partner with Project Directors and Regional Office Leaders to assign the right project management talent to each customer project at the point of release.
  • Foster a high-performance, safety-first team culture grounded in accountability, customer focus, and continuous learning.
  • Conduct regular one-on-one meetings, performance reviews, and development planning sessions with direct reports; build individual growth paths aligned to program and company needs.
  • Produce executive-level program reporting for both internal leadership and the customer, including portfolio dashboards, risk registers, change logs, and financial forecasts.
  • Establish and enforce claims readiness protocols across all portfolio projects, ensuring contemporaneous documentation of scope changes, delays, and cost impacts.
  • Ensure all projects comply with applicable contract terms, regulatory requirements, and safety standards throughout their lifecycle.
  • Maintain lessons-learned documentation and drive continuous improvement of execution processes based on program-wide performance data.
  • Perform special projects and complete other duties as assigned or requested.
