About The Position

This role involves conducting analytical studies on a variety of policies, projects, programs, and issues to support a function, research initiative, program, and/or organizational unit. The position will also research new or changing systems and programs, assist in policy and program planning, development, administration, management, and implementation. The Project Policy Manager will interpret, monitor, and analyze information regarding policies and procedures, and provide consultative services to department administrators and other stakeholders. This position is within the Department of Medicine (DOM) at UCSF, the largest department in the School of Medicine (SOM). The DOM's mission includes research, teaching, patient care, and public service, with a decentralized structure across four sites and approximately 38 divisions. The UCSF Division of Hospital Medicine at Parnassus, founded in 1996, is a leading academic hospital medicine group with over 190 faculty and 30 staff members. The division's Research Core includes 7 full-time investigators and a Senior Statistical Scientist. Requirements

Bachelor's degree in related area and five or more years of relevant experience and / or equivalent experience / training.
Advanced knowledge of common organizational- or research-specific and other computer application programs.
Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.
Ability to use discretion and maintain all confidentiality.
Advanced project management skills.
Thorough knowledge of organizational or initiative processes, protocols and procedures.
Ability to multi-task with demanding timeframes.
Advanced knowledge of applicable policy analysis techniques.
Advanced analytical/problem-solving skills.
General understanding of scientific theory and methods.
General programming and statistical skills in a common statistical language (such as SAS, STATA, R).
Demonstrated expertise in regulatory compliance, data governance, and program implementation.
Proven ability to lead cross-functional, multi-institutional initiatives and research studies with minimal direction.

Master’s degree in an applicable public health or research-related field, or equivalent combination of education and relevant experience.

Responsibilities

Leads and directs a wide variety of projects and follows through with all levels of staff and individuals inside and outside the organization.
Leads efforts to conduct highly complex analyses across a broad spectrum of programs, policies and initiatives or provides in-depth, complex analyses as a specialist in the academic research field.
Independently lead the end-to-end operational execution of complex, multi-site research and policy initiatives, including NIH-funded pragmatic clinical trials.
Develop, implement, and oversee new programs, governance structures, and operational workflows with broad organizational impact.
Lead coordination across internal departments, external institutions, vendors, and regulatory bodies.
Provide analyses for complex academic data, systems and resource projects working directly with internal and external constituents.
Design and conduct advanced analytical studies across diverse and complex datasets, including large scale administrative and clinical data sources from the electronic health record.
Apply and select appropriate statistical analysis to inform quality improvement and operational initiatives and research questions using common statistical programming languages.
Lead data harmonization and analytic readiness efforts for large, multi-institutional datasets and analysis.
Develops and advocates solutions to organizational or research program issues, including developing and administering new systems, policies, processes, or programs.
Provide leadership for regulatory oversight, ensuring compliance with institutional and local data governance and security standards.
Develop and implement compliance workflows, methods of procedure (MOPs), Scope of Work (SOW’s) and data-sharing frameworks for internal and external collaborations.
Establish and convene governance bodies such as Data and Safety Monitoring Boards (DSMBs) and Community Advisory Boards (CABs).
Collaborates with partners to coordinate the development, implementation and monitoring of new programs and processes.
Consulting Research, draft, and author complex reports, progress updates, executive summaries, and regulatory documentation for internal and external funding bodies.
Contribute to grant proposals, including NIH and PCORI submissions.
Support scholarly dissemination through peer-reviewed manuscripts, abstracts, and national and international presentations.
Develop research protocols and complete regulatory requirements for completion of research studies.
Guides and directs planning which may include senior management, faculty, and / or external constituencies.
May lead a team of lower level analytical, research and administrative staff.
