About The Position

Chenega Military, Intelligence & Operations Support (MIOS) is seeking a highly experienced, strategic Project Oversight Manager to provide governance and ensure successful delivery of a portfolio of strategic initiatives. The role monitors project lifecycles, ensures alignment with business objectives, and validates high-quality results delivered on time and within budget. It champions delivery excellence by establishing and enforcing best practices, guiding project teams, and continuously improving project management processes.

The manager monitors portfolio dashboards and project performance, manages risks and dependencies, maintains project governance standards, and ensures accurate project data and reporting. The role serves as the central point of contact for senior leadership, facilitates alignment among project teams and stakeholders, and builds effective governance relationships. It also mentors project managers and team leads, advances Agile and project management practices, and evaluates emerging trends for their applicability to the organization.

The position is based in Arlington, Virginia. A Top Secret clearance is required, with the ability to obtain TS/SCI. The estimated salary range is $144,800 to $180,000 per year.

Requirements

• Bachelor’s degree in a related field, such as Computer Science or Business Administration.
• At least 7 years of experience in project and portfolio management, with a strong focus on Agile methodologies.
• Proven experience governing multiple complex projects simultaneously.
• Experience with Agile frameworks and principles, such as Scrum and Kanban, at the portfolio or program level.
• Top Secret clearance required, with the ability to obtain TS/SCI.
• Expert understanding of project management principles, portfolio management, and governance frameworks.
• Excellent communication, facilitation, and interpersonal skills, including the ability to engage executive-level stakeholders.
• Strong strategic, analytical, and problem-solving skills.
• Proficiency using Jira for portfolio-level reporting and analytics.
• Proficiency with Jira Align and Advanced Roadmaps to monitor portfolio health using outcome-based metrics such as OKRs and flow metrics.
• Ability to communicate complex information to senior leadership, build trust, and mediate conflicts over priorities and resources.
• Ability to establish and oversee frameworks for identifying, assessing, and mitigating portfolio-level risks and dependencies.
• Ability to engage Business Owners and other key stakeholders throughout the project lifecycle to gather feedback and maintain alignment.

• Experience sponsoring a Lean-Agile Center of Excellence (LACE) and facilitating Communities of Practice (CoPs).
• Awareness of emerging trends such as AI and ESG, and adaptability to changing business conditions.

Responsibilities

• Monitor portfolio-level dashboards for KPIs, milestones, and resource allocation across projects.
• Implement and manage portfolio-level risk and dependency processes, identifying and escalating cross-project issues to senior leadership.
• Enforce project management standards and methodologies across the organization.
• Create and manage project charters and plans to ensure quality, completeness, and strategic alignment.
• Conduct project health checks and audits to assess compliance with standards and identify potential delivery issues.
• Ensure project data in Jira is accurate and use it to generate portfolio-level insights and reports.
• Serve as the central point of contact for senior leadership on portfolio status and performance.
• Facilitate strategic alignment and resolve conflicts between project teams and stakeholders.
• Build and maintain relationships with senior stakeholders to foster trust, transparency, and effective governance.
• Drive continuous improvement of project management and Agile practices.
• Mentor and coach project managers and team leads, helping them overcome impediments and strengthen delivery capabilities.
• Monitor industry practices and emerging trends and assess their applicability to improve organizational efficiency and effectiveness.
• Perform other duties as assigned.
