ICF is seeking a Project Monitor Specialist to support the U.S. Department of Energy (DOE), Office of State and Community Energy Programs (SCEP), Energy Efficiency and Conservation Block Grant (EECBG) Program. The EECBG program provides funding to local governments, states, territories, and Tribes to implement strategies that reduce fossil fuel emissions, reduce total energy use, and improve energy efficiency across the transportation, building, and other sectors. ICF partners with government, industry, and communities to tackle complex energy and sustainability challenges. In this role, you will support DOE in monitoring grant-funded projects, engaging with award recipients, tracking program performance, and helping ensure successful implementation of energy affordability investments across the country. You will work directly with federal staff, grant recipients, technical assistance providers, and other stakeholders to support program delivery and continuous improvement. The successful candidate will be comfortable operating in a dynamic, fast-paced environment with competing priorities, evolving program needs, and frequent interaction with federal clients and external stakeholders. This position offers an opportunity to contribute to nationally significant energy initiatives while developing expertise in federal grant management, program implementation, and technical assistance delivery.
