About The Position

This position serves as a key analytical and project management resource within the Division’s Project and Technology Services Section. The incumbent is responsible for coordinating and supporting complex division projects, evaluating division performance, and developing data‑driven recommendations to enhance policies, procedures, and operational effectiveness. The role requires strong technical proficiency, critical thinking, and the ability to translate analytical findings into actionable improvements for the division’s strategic and operational goals.

Requirements

  • Ability to collect, evaluate and analyze data relating to retirement benefits.
  • Understand and apply applicable rules, regulations, policies, and procedures relating to retirement benefits.
  • Compose correspondence; organize data into logical format; utilize problem solving techniques; work independently; perform basic arithmetical calculations; plan, organize and coordinate work assignments; communicate effectively verbally and in writing; establish and maintain relationships with others.
  • Ability to operate a personal computer with proven proficiency in Word, or comparable processes.

  • Ability to write processes/procedures and organize for record keeping.
  • Ability to quickly adapt to new technology software.
  • Six years of professional experience in the area of insurance, retirement or social security, administration, call center, customer service, fiscal work, statistics, or personnel.
  • A postsecondary degree may be used as an alternative for years of experience on a year-for-year basis.

Responsibilities

  • Earn and maintain Project Manager Professional (PMP) certification during the timeline determined collaboratively with the Technology Services Project Administrator. Administer PMP best practices as needed to support division objectives in a timely manner.
  • Manage assigned division projects using templates, tools, and best practices adopted by the Technology Services team.
  • Define and document project scope, objectives and desired outcomes of projects. Set and manage stakeholder expectations, both internally and externally.
  • Provide project updates to stakeholders as per demand and requirement. Perform regular assessment of project execution to identify areas for improvement.
  • Prepare project budgets based on project scope, adhering to budgetary allocations.
  • Earn and maintain Florida Certified Contract Manager (FCCM) during the timeline determined collaboratively with the Technology Services Project Administrator. Applies best management practices as needed to support division objectives.
  • Serve as the contract manager for assigned contracts. Liaise with the Bureau of Business Support Services to procure services and commodities, including the development of scope.
  • Manage assigned contracts with suppliers and vendors, ensuring timely deliveries.
  • Assists with monitoring, renewing and developing proposals related to the division’s IT Stack of solutions needed to fulfill the division and department missions.
  • Collect, analyze, and interpret division performance data to identify trends, gaps, and opportunities for operational enhancement.
  • Develop clear, data driven recommendations to improve policies, procedures, workflows, and technology utilization across the division.
  • Translate analytical findings into actionable strategies that support the division’s long term strategic and operational goals.
  • Collaborate with leadership and subject matter experts to implement approved improvements and monitor their effectiveness over time.
  • Participate in technology and financial audits as needed.
  • Interface with departmental Office of Information Technology, Division of Telecommunications (DivTel) and the division’s contracted technology team in support of departmental and division objectives.
  • Maintain a working knowledge of National Institute of Standards and Technology (NIST).
  • Seek certifications associated with job duties such as Certified Fraud Examiner (CFE).
  • Maintain knowledge of applicable laws and statutes.
  • Document processes and procedures as assigned, including the maintenance of existing documents.
  • Other duties as assigned.
