About The Position

Join Mainframe Solutions as a Project Manager in Houston, TX, supporting municipal construction projects across concrete, underground utilities, and paving. This onsite role provides the opportunity to lead infrastructure work that directly impacts public works and regional development. You will manage field operations, coordinate with engineers and municipal stakeholders, and oversee execution across roadway construction and site development projects. This position is suited for a Construction Project Manager with experience in heavy civil, utilities, and paving scopes. This role is primarily focused on project management and field execution, with responsibility for delivering municipal construction projects from start to finish. The position centers on managing active work, maintaining schedules, and ensuring project performance across multiple jobs. Estimating and preconstruction support will be secondary, assisting with bid review, cost input, and scope alignment when needed. You will support projects across Houston, including Harris County and City of Houston work, as part of a growing pipeline of municipal infrastructure projects.

Requirements

  • 5+ years of experience in construction project management
  • Background in concrete, paving, or underground utilities
  • Experience working on municipal or public works projects
  • Ability to manage multiple projects and field teams
  • Strong leadership, communication, and problem-solving skills

  • City of Houston or Harris County project experience
  • Roadway and finishing work experience
  • Exposure to estimating or preconstruction workflows

Responsibilities

  • Manage day-to-day execution of municipal construction projects
  • Oversee concrete, utilities, and paving scopes across active jobs
  • Coordinate with superintendents, crews, subcontractors, and inspectors
  • Track project schedules, budgets, and production performance
  • Conduct site visits and monitor field progress
  • Ensure compliance with OSHA, TxDOT, and municipal standards
  • Manage RFIs, submittals, change orders, and reporting
  • Maintain communication with engineers and municipal stakeholders
  • Support estimating efforts as needed, including bid review and scope input
