About The Position

The NYC Department of Environmental Protection (DEP) is seeking energetic and motivated individuals to join its Bureau of Water and Sewer Operations, specifically within the Office of Project and Business Operations Management (PBOM). PBOM focuses on designing and driving long-term, enterprise-wide transformation by evaluating policies, programs, and resources to achieve maximum organizational effectiveness. This role is crucial for leading complex technical, analytical, and planning initiatives that enhance operational efficiency, support modernization efforts, and improve cross-unit coordination. The position requires strong project management capabilities, analytical depth, and the ability to collaborate effectively with internal teams, applicants, partner agencies, and community stakeholders. The selected candidate will manage the development and implementation of new technical systems, identify stakeholder needs, define scopes of work, evaluate technical solutions, and guide projects from planning through execution. This includes developing and managing project schedules, resolving issues, and ensuring objectives are met. The role also involves high-level analysis of Bureau operations, organizational studies, and process gap identification, culminating in recommendations for improved efficiency and program effectiveness. Furthermore, the position will implement new procedures, draft operational guidance, conduct training, troubleshoot issues, and monitor outcomes of new initiatives. Regular communication with applicants, consultants, community groups, and agency partners is expected to present objectives, share findings, gather feedback, and resolve issues. The role supports PBOM’s strategic, analytical, and operational planning functions, including research, data analysis, development of planning standards, coordination of interagency activities, and contributions to Permit & Application Review Information System (PARIS) modernization. Work also involves maintaining organized datasets, preparing applicant-facing resources, and aligning recommendations with the Streamlining Procedures To Expedite Equitable Development Initiative (SPEED) and broader agency objectives.

Requirements

  • Permanent in the Civil Service Title of City Planner
  • A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or A satisfactory combination of education and/or experience that is equivalent to '1' above.
  • Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience.
  • All candidates must have a baccalaureate degree.

  • Familiarity with technical systems such as databases, mobile applications, collaboration platforms, or permitting systems and interest in system modernization and digital workflow improvements.
  • Comfort managing multiple priorities in a dynamic, fast-paced environment, while maintaining attention to detail and producing high-quality work.

Responsibilities

  • Contribute to Permit & Application Review Information System (PARIS) modernization efforts.
