About The Position

DSS has a constant increased need for the provision of full systems life cycle applications development on various computer platforms, including a variety of client eligibility and recertification systems, employment/work engagement services, claims systems, etc., that are critical to the operation and functioning of DSS programs, requiring periodic refinements to maintain the applications at optimum service levels. Having a project portfolio which properly reflects the user’s business needs and DSS’ workload is crucial. Therefore, there is a need for IT consulting resources for the expanding responsibilities at DSS.

Requirements

  • A minimum of 4 years of experience with the following skill sets:
  • Lead IT Project Manager, in overseeing medium/large scale IT projects and solutions, comprising sub-projects and distinct deliverables on a rolling deliverable basis; responsible for developing and stewarding related IT Project Management artifacts.
  • Managing IT projects (as well as formal SDLC and business analysis methodologies) for custom 3-tier web applications, as well as proprietary or customized out-of-the-box systems. Experience managing ACCIS projects is highly preferred.
  • Knowledge of government IT systems, particularly legacy systems. Experience and knowledge of ACCIS highly preferred.
  • Presenting and communicating with executive level management.
  • Managing all aspects of a project, including providing overall guidance and direction, overseeing financial management, and seeing tasks through to completion with minimal guidance.
  • Proficiency in reviewing project deliverables for completeness, quality, and compliance with established project standards.
  • Demonstrated ability to work well with technical and non-technical resources.
  • Ability to take strategic direction from executive management and participate in strategic planning activities throughout the lifetime of the project.
  • Ability to handle multiple tasks under tight deadlines.
  • Strong knowledge of server and application architectures.
  • Ability to work in cross-functional teams to provide the best solution

Responsibilities

  • Performing IT project management duties and activities for assigned IT projects, which include project scheduling, risk management, resource allocation, and quality assurance and ensuring their timely execution.
  • Operationalizing IT solution needs expressed by CFWB business stakeholders via requirements gathering and thorough documentation processes.
  • Representing CFWB to key stakeholders, including executive leadership, agency work units, and external agencies during business discovery and/or technical solutions meeting.
  • Planning, managing, and leading regularly recurring technical solutioning meetings and conference calls with various technical teams and resources.
  • Tracking and maintaining deliverables schedule for all accountable parties.
  • Assisting in setting new IT system policies and strategy for business end users.
  • Managing, prioritizing, and resolving IT project requests in a timely manner and escalating issues appropriately.
  • Providing input and support on IT request submission and review processes, service delivery, resource utilization, and administrative matters affecting the IT project request queue.
  • Contributing to and directing tasks that directly relate to the IT project queue.
  • Managing and coordinating cross-agency activities and relationships as they relate to the PMO.
  • Facilitating weekly IT project meetings to ensure that cross-project and high priority issues/risks are surfaced and mitigated, to ensure on time execution of deliverables.
  • Evaluating already or soon-to-be developed solutions and determining their utility on new project efforts to create efficiencies.
  • Ensuring that project and program statuses are up-to-date and tracked via project management tools.
  • Facilitating internal communication on deadlines and status of deliverables.
  • Assisting in implementation, communication, and operationalization supports activities required for implementation of new IT procedures, policies, and tools.
  • Managing resource utilization based on project prioritization and project requirements and determining when additional resources are required and how they will be obtained and managed.
  • Managing key business owner relationships and providing exemplary customer service.
  • Representing CFWB in IT request solutioning process and end user review meetings.
  • Ensuring all IT project requests comply with the DoITT Citywide PMO PMLC and SDLC methodology and processes.
  • Elaborating on SDLC and PMO procedures based on industry best practices, PMI recommendations, research and other general experience.
  • Executing project adjustments as agency business requirements, scope, and budget demand.
