About The Position

Work is performed under the general supervision of the Public Services Director. Performs project management for various capital improvement projects with duties including contract scoping and development, collaborating with engineers and architects during project design, preparing cost estimates, preparing bid documents, presenting agenda items for Council approval, reviewing and processing change orders, reviewing and approving pay estimates, coordinating utility relocations, conducting project inspections, preparing as-built documents and utility certifications, managing all project phases from initial scoping through construction completion and final acceptance, does related work as required.

Requirements

  • Four (4) year degree in Civil Engineering, Civil Engineering Technology, Construction Management, or closely related field with at least three (3) years’ relevant experience; OR Associate’s Degree in Civil Engineering, Technology, Construction Management, or closely related field with at least five (5) years’ relevant experience OR; or High School Diploma with at least ten (10) years’ relevant experience.
  • Prior experience supervising the daily operations of five (5) or more team members.
  • Competency in the use of computer software systems is essential including Microsoft Office Suite, Civil3D, project management software and applications.
  • Must have a valid driver’s license issued in NC or another state with the ability to obtain an NC License.
  • Must be able to communicate professionally and effectively and maintain positive working relationships with other employees, officials, agencies, consultants, contractors, and the general public.

  • Licensed Professional Engineer (PE) in NC or Professional Project Manager Certification (PPM)

Responsibilities

  • Manages all project phases from initial scoping through construction completion and final acceptance for project scales of all ranges
  • Manages multiple capital improvement projects simultaneously
  • Collaborates with engineers and architects during design phase
  • Prepares construction cost estimates for capital improvement projects
  • Prepares construction contract documents for complex infrastructure projects including but not limited to water distribution systems, sanitary sewer systems, storm drainage systems, roadway construction, street resurfacing, street preservation sidewalk construction, grading and paving projects, transportation improvements, utility maintenance
  • Obtains permits required for projects prior to bid advertisement
  • Coordinates utility relocations prior to contract bid advertisement
  • Coordinates with Purchasing Division on contract bid processes and contract execution
  • Presides over pre-bid conferences, preconstruction conferences, and project progress meetings
  • Reviews and approves project schedules and budgets
  • Reviews and approves pay estimates for construction and related contracts
  • Documents MWBE/DBE participation in construction contracts
  • Communicates the status of construction contracts/projects to City Management and departments, professional reporting agencies, contractors, and external departments
  • Performs contract administrative duties for construction projects
  • Evaluates, negotiates, and processes contract change orders and amendments
  • Maintains files with all required documentation including material testing, pay records, MWBE/DBE records, materials received records, etc. to satisfy contract audits for Federal, State and local funding sources (i.e. Powell Bill)
  • Coordinates work of consulting engineers, other municipal departments and governmental agencies with the Public Services Department
  • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies
  • Supervision and oversight of inspection staff
