The USPTO Workstation Life Cycle Replacement Program — referred to throughout this document as the UL Refresh — is an active, enterprise-scale program supporting the lifecycle replacement of approximately 14,000-18,000+ devices across the United States Patent and Trademark Office. The program supports USPTO's Office of Chief Information Officer (OCIO) and serves multiple business units including OCIO, EEO, CFO, Contractors, and the Patents and Trademarks organizations. Devices in scope include Universal Laptops (ULs), monitors, docking stations, printers, webcams, keyboards, mice, and associated peripherals. The program operates on a continuous four-year replacement cycle. The UL Refresh operates a hybrid deployment model reflecting USPTO's telework posture. Approximately 70% of the user population works from an alternate worksite (home), requiring a shipping-based deployment model in addition to on-campus execution.
