About The Position

STV is seeking an experienced Project Manager to join our Construction Management group in Sacramento, CA. This role leads the planning, execution, and delivery of capital improvement projects, ensuring successful outcomes in scope, schedule, budget, quality, and stakeholder satisfaction. This position requires a collaborative leader with strong financial acumen, operational oversight, and the ability to manage complex construction projects from initiation through closeout.

Requirements

  • Bachelor's degree in Construction Management, Engineering, Architecture, or a related field.
  • Minimum 7 years of construction project management experience, preferably as an owner's representative or construction manager.
  • Candidates should have experience managing public sector, institutional, or civic capital improvement projects, with a strong preference for those who have worked on courthouses or government facilities.
  • Demonstrated success managing multiple projects with responsibility for budget, schedule, financial performance, and client satisfaction.
  • Strong knowledge of project controls, budgeting, forecasting, scheduling, procurement, contract administration, and risk management.
  • Experience leading multidisciplinary teams, subcontractors, consultants, and field personnel.
  • Excellent leadership, communication, negotiation, and relationship management skills.
  • Proficiency with Microsoft Office Suite, Microsoft Project, Primavera P6, and construction management software.

Nice To Haves

  • Experience supporting projects for the Judicial Council of California, state agencies, or other public owners.
  • Familiarity with California public contracting procedures and delivery methods.
  • PMP (Project Management Professional), CCM (Certified Construction Manager), or similar professional certification.
  • Knowledge of California building codes, accessibility requirements, and regulatory processes.

Responsibilities

  • Lead and manage construction projects from planning through completion, ensuring alignment with project objectives, client expectations, budget, and schedule.
  • Provide overall direction and supervision of project personnel through subordinate leaders, fostering accountability, collaboration, and high performance.
  • Serve as the primary point of contact for project administration, project superintendents, engineers, consultants, and client representatives.
  • Monitor project progress and proactively resolve issues affecting scope, schedule, cost, quality, or risk.
  • Manage project budgets, forecasts, cash flow, and financial performance to ensure fiscal responsibility.
  • Schedule and monitor labor requirements against project budgets and spending performance.
  • Track project costs, labor utilization, procurement activities, and financial metrics throughout the project lifecycle.
  • Develop, maintain, and update project labor plans to support successful project execution.
  • Establish and maintain strong relationships with clients, contractors, consultants, subcontractors, and union representatives.
  • Develop contractor-client communication networks to keep stakeholders informed of project planning, schedules, budget status, and construction progress.
  • Facilitate regular project meetings and provide timely updates on project performance, risks, and key milestones.
  • Manage all aspects of project scope, schedule, cost, quality, communications, procurement, resources, coordination, and risk.
  • Identify project risks and implement mitigation strategies to minimize impacts to schedule, budget, and project objectives.
  • Ensure compliance with contract requirements, project procedures, safety standards, and applicable regulations.
  • Coordinate project documentation, reporting, change management, and closeout activities.
