About The Position

The Texas Health and Human Services Commission (HHSC) is seeking a highly qualified candidate for a Project Manager IV position within the Behavioral Health Services Division. This role performs complex, senior-level project management work to support divisional priorities, strategic initiatives, and improvement efforts. The Project Manager IV will coordinate the planning and initiation of projects, monitor progress and schedules, and develop communication plans for stakeholders, management, and other relevant parties. The position manages divisional portfolios, resolves emerging issues, and supports continuous process improvements. This role works closely with executive leadership and cross-functional teams to identify business needs, conduct research and analysis, develop implementation strategies, monitor progress, and maintain project documentation. The role may also provide direction to project staff and workgroup members and evaluate assigned work products. This position works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of project management theories and practices applicable to projects of moderate, complex, and highly complex scope.
  • Knowledge of systems and procedures used to evaluate project performance.
  • Knowledge of program planning and implementation.
  • Knowledge of federal and state laws and regulations pertaining to HHSC programs.
  • Ability to exercise sound judgment in making critical decisions, to analyze complex information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills,
  • Ability to prepare reports and charts
  • Ability to communicate effectively, and to assign duties and responsibilities and coordinate the work of project staff
  • Ability to manage project activities, to establish project goals and objectives, and to identify project gaps and risks
  • Ability to oversee and/or supervise the work of others.
  • Ability to handle multiple tasks and projects with competing priorities and demanding deadlines while directing project and program activities effectively and efficiently.
  • Ability to build relationships and work professionally and effectively with executive leadership, staff, and stakeholders, in person and virtually.
  • Ability to develop actionable recommendations and implement solutions.
  • Ability to operate a computer and software such as Microsoft Office, Excel, PowerPoint, Teams, Planner, Project, Power BI and Power Automate.
  • Skill in addressing changes in scope or timing.
  • Skill in project management monitoring and in the use of a computer and applicable software.
  • Skill in communicating effectively both verbally and in writing.
  • Skill in synthesizing, analyzing and evaluating complex technical information and translating it into clear, concise documents and oral presentations that support decision-making.
  • Skill in identifying project risks and gaps and developing creative and workable solutions to complex problems.
  • Skill in coordinating and tracking assignments, projects, and activities to meet deadlines.
  • Skill in preparing concise status reports.
  • Skill in independently researching, gathering, correlating, analyzing, and reporting facts and complex divisional needs.
  • Bachelor's degree from an accredited college or university.
  • Relevant work experience in project management, operations, process improvement, public administration, business administration, or related field.
  • At least three years of experience managing projects or operational initiatives.

  • Experience in behavioral health, healthcare, or public sector operations preferred.

Responsibilities

  • Lead, plan, organize, coordinate, and monitor projects and divisional initiatives from initiation through completion, ensuring deliverables, timelines, risks, and stakeholder expectations are effectively managed.
  • Maintain project and process improvement documentation, meeting notes, action items, and related artifacts in accordance with organizational standards, divisional needs, and project management best practices.
  • Implement best practices and tools for successful project delivery.
  • Create and maintain a work environment conducive to effective communication, collaboration, team building and professionalism.
  • Coordinate, communicate, and connect with project stakeholders and business partners at all levels and in all areas to support successful project delivery.
  • Plan and facilitate efficient project meetings.
  • Work with stakeholders to identify risks and issues and develop mitigation strategies.
  • Escalate risks and issues to leadership as needed to support timely resolution.
  • Provide ongoing project guidance and technical assistance to staff to increase their base knowledge.
  • Works collaboratively with staff to provide communications training and professional development opportunities for BHS staff, enhancing workforce knowledge, communication skills, and the overall quality of departmental communications.
  • Develops, implements, and disseminates BHS communications policies, procedures, and guidance to ensure consistency and adherence to departmental standards and protocols.
  • Serves as a departmental resource on accessibility best practices, collaborating with team members to promote accessible and inclusive communications.
  • Assists with the planning, coordination, and execution of major BHS communications projects, initiatives, and special assignments as assigned.
  • Perform other duties as assigned to support divisional priorities, strategic initiatives, and organizational objectives.
