About The Position

The Department of Public Works aims to deliver quality public building infrastructure for Nova Scotia, ensuring institutional infrastructure construction aligns with improving citizens' lives and the Provincial Government's climate change goals. The Building Project Services (BPS) Division is responsible for designing and constructing new and renovated building infrastructure valued from $1,000,000 to $500,000,000, covering various building types like schools, courthouses, healthcare facilities, museums, art galleries, provincial buildings, and highway operations buildings. Project Managers lead construction projects for Provincial Government building infrastructure. The Building Infrastructure Design and Construction Division comprises a team of professionals dedicated to enhancing Nova Scotia's built environment. This role offers an opportunity to manage building infrastructure projects and contribute to shaping policy and practices for better, more sustainable buildings in Nova Scotia.

Requirements

  • A bachelor’s degree in Engineering from an accredited engineering institution with a minimum of six (6) years of experience managing large and complex building construction projects, and must be (or meet the requirements to be) actively registered as a Full Member (PEng) with Engineers Nova Scotia (ENS).
  • An Architecture degree from an accredited architecture institution with a minimum of eight (8) years of experience managing large and complex building construction projects, and must be (or meet the requirements to be) actively registered as a Full Member (Architect) with the Nova Scotia Association of Architects (NSAA).
  • Candidates not currently registered, but who can be immediately registered with ENS or NSAA immediately upon hire, will be considered.
  • A strong technical background and a firm understanding of the construction industry and engineering principles.
  • Good business sense.
  • Effective skills in risk management.
  • Valid driver’s license and ability to travel within the province.
  • Excellent professional judgment in the appropriate application of engineering principles in the building construction industry.
  • Ability to inspire confidence and creativity as a leader and motivator.
  • Excellent judgment and professionalism in dealing with departmental management and stakeholders.

Responsibilities

  • Manage contracts with contractors and consultants.
  • Continuously monitor and update project costs, schedule, and scope.
  • Lead project teams of professional designers, builders, inspectors, and other key project members in identifying and resolving issues and removing roadblocks.
  • Identify, analyze, and mitigate project risks.
  • Liaise between Public Works and client groups throughout the project duration.
  • Ensure safety is a top priority and work is carried out in accordance with the OHS Act and Regulations, as well as Department standards and policies.
  • Provide a smooth transition to end users by ensuring the building is ready for occupancy.
  • Keep Public Works' senior and financial managers and stakeholder departments advised of project status.
  • Motivate the building construction team to meet all challenges that arise throughout the project life.
