About The Position

The City of Birmingham Division of Youth Services department is seeking a well-qualified, motivated Project Manager. This role is responsible for coordinating all administrative aspects of assigned projects including leading planning for the spending of project funds. Employees in the Project Manager job class are expected to act as the organization's liaison by disseminating project-related information to various internal and external stakeholders. Project Managers also coordinate all sub-awards/sub-contracts to ensure compliance with contractual stipulations and the project objective. Employees in this position are responsible for coordinating the submission of all grant-required reports and working with Finance & Accounting to develop and revise the annual budget for assigned projects. In addition, Project Managers will oversee the projects’ media campaign and be comfortable with speaking engagements. While the Project Manager may oversee contracted staff, this position does not exercise supervisory responsibility. Individuals in this position work closely with upper management, and their work is reviewed against project objectives and outcomes.

Requirements

  • Driver’s license.
  • Experience working in a projectized or functional organization, managing and/or delivering projects based on objectives and goals.
  • Experience managing a project budget, scope, and a baseline schedule (must possess all three) through the four major phases of project management: initiation, planning, implementation, and closure.
  • Experience performing work utilizing project management tools and techniques, processes, and knowledge areas.

Nice To Haves

  • PMP (Project Management Professional).
  • Bachelor’s degree in Business Management, Project Management, Public Administration, Communications, or a related field of study.
  • Experience working with or within a government or municipal organization.
  • Experience utilizing Asana or equivalent project management software.
  • Three or more years of experience with project management.

Responsibilities

  • Coordinating all administrative aspects of assigned projects, including leading planning for the spending of project funds.
  • Acting as the organization's liaison by disseminating project-related information to various internal and external stakeholders.
  • Coordinating all sub-awards/sub-contracts to ensure compliance with contractual stipulations and the project objective.
  • Coordinating the submission of all grant-required reports.
  • Working with Finance & Accounting to develop and revise the annual budget for assigned projects.
  • Overseeing the projects’ media campaign.
  • Conducting speaking engagements.
  • Closing the project upon completion by reviewing the completed project and documentation, closing contracts, and conducting a post-project review to ensure compliance and accountability with contract stipulations and project objectives.
  • Coordinating project resources with team members and contacts by collaborating with team members, engaging stakeholders, and developing meeting agendas to ensure completion within scope, schedule, and budget constraints.
  • Managing project contracts and disbursements with vendors and subcontractors by assisting in preparing contracts, monitoring performance, and overseeing contractual execution according to contractual stipulations and federal regulatory guidelines to deliver funds for the project.
  • Monitoring the project from beginning to completion by assessing completed work, deadlines, and resources, tracking project milestones, and managing the budget to ensure that all aspects of the project are completed in accordance with established objectives.
  • Engaging in activities designed to ensure professional development, awareness of developments in the field, and knowledge of relevant practices, rules, laws, policies, and/or guidelines.
  • Planning projects by reviewing historical data, defining scope, and developing plans to manage projects in accordance with established deadlines and objectives.
  • Carrying out the four major phases of project management to include initiation, planning, implementation, and closure of multiple initiatives.
  • Engaging in social interactions with diverse youth and families for the development and execution of programs that are youth and family related in various communities.
  • Monitoring programmatic competencies and providing a summary of data regarding the key performance indicators and program effectiveness.
  • Facilitating meetings, workshops, and community outreach for public youth related events.
