Project Manager

Luster National•San Francisco, CA
•$115,000 - $210,000

About The Position

Luster is seeking Project Managers at various skill levels to support large, complex heavy civil infrastructure programs, including highways, roads, bridges, bus and rail transit, international airports, and water and wastewater projects delivered using traditional and alternative delivery methods. Project Managers lead delivery on programs where an individual construction package may exceed $100 million. They are accountable for scope, budget, schedule, and risk on assigned projects, hold delivery teams to their commitments, and provide program leadership with an accurate view of project status. This posting is for future roles rather than a currently available specific opportunity. Luster accepts applications and interviews candidates in advance of upcoming hiring needs. Selected candidates are added to the talent pool for this specialty and notified first when a project need arises. Responsibilities and project complexity vary with experience level. The role may involve leading assigned projects or task orders from planning and design through construction and closeout; overseeing contracts, consultants, contractors, controls, quality, safety, and project reporting; coordinating with agencies and other third parties; and supporting commissioning, operational readiness, and transition to maintenance.

Requirements

  • Bachelor’s degree in construction management, civil engineering, construction engineering, engineering management, or a related field, or an equivalent combination of education and experience.
  • 10 or more years of project management experience on large (greater than $500 million), complex heavy-civil infrastructure projects.
  • Experience managing scope, budget, schedule, and risk on capital projects from design through construction and closeout.
  • Working knowledge of construction contract administration, including submittals, requests for information, change management, and progress payments.
  • Experience coordinating designers, contractors, agencies, utility owners, and other third parties throughout a project.
  • Experience with industry-standard project or construction management software, such as Primavera P6, MS Project, Unifier, or Kahua.
  • Proficiency with Microsoft Office Suite/Office 365, including tools such as Outlook, Teams, Word, and PowerPoint.
  • Excellent written and verbal communication and interpersonal skills.
  • Excellent multitasking and organizational skills.
  • Collaborative mindset that fosters teamwork, trust, and positive relationships.
  • Curiosity, problem-solving ability, and commitment to continuous improvement.

Nice To Haves

  • Master’s degree in construction management, civil engineering, construction engineering, or engineering management.
  • Active professional certifications or licenses such as PMP (PMI), CCM (CMAA), and/or PE.
  • Experience serving as the owner’s project manager on a contract package exceeding $100 million in construction value.
  • Experience managing multiple concurrent task orders or contract packages on a program exceeding $1 billion in construction value.
  • Experience negotiating change and claim resolution with contractors on the owner’s behalf, including entitlement and impact analysis.
  • Experience supervising or mentoring project managers, engineers, and controls staff in a program office setting.
  • Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.

Responsibilities

  • Lead delivery of assigned projects or task orders from planning and design through construction and closeout.
  • Oversee scope, budget, schedule, and risk, and provide program leadership with an early, candid assessment when any of these are changing.
  • Oversee designers and contractors against scope, design criteria, and schedule commitments, and escalate deviations while they are still economical to address.
  • Administer construction contracts, including submittals, requests for information, progress payments, and time extension requests.
  • Evaluate change proposals and claims for entitlement, cost impact, and schedule impact, and recommend a position to program leadership.
  • Coordinate with program controls staff to develop and validate cost forecasts, CPM schedule updates, and earned value reporting.
  • Coordinate with agencies, utility owners, railroads, adjacent contracts, and other third parties so package decisions account for work outside the package.
  • Oversee construction staging and phasing to keep existing operations running.
  • Oversee quality and safety compliance, verifying contractor programs are followed and installed work matches approved documents.
  • Oversee commissioning, operations readiness, and transition to maintenance for completed facilities.
  • Report project status, risk, and forecast to program leadership to support funding and delivery decisions.
