About The Position

WSP is seeking an experienced Project Manager to provide senior project-management leadership for delivery of a major MTA NYCT Communications-Based Train Control (CBTC) program line. The role oversees a multi-billion-dollar brownfield rail program integrating CBTC with complex interlockings, track and switch work, communications infrastructure, tunnel lighting, power, and other enabling infrastructure in an active 24/7 transit environment. The Project Manager leads integration of scope, design, construction, schedule, cost, risk, contracts, systems integration, testing, commissioning, and operational readiness across multiple contractors and NYCT stakeholders. The position requires regular work from client offices and project locations in New York City, with periodic nights and weekends for track access, outages, construction, testing, commissioning, and CBTC cutovers. Field activities take place in active railroad and construction environments subject to applicable safety and access requirements.

Requirements

  • Bachelor's degree in Engineering, Construction Management, Project Management, or a closely related discipline.
  • At least 15 years of progressively responsible experience delivering complex rail, transit, or major infrastructure projects.
  • At least 10 years of leadership experience involving CBTC, train control, signaling, or integrated rail systems.
  • Senior project-management experience on a major rail or transit program valued at $200 million or more, with responsibility for scope, schedule, cost, risk, contracts, and multidisciplinary delivery.
  • Experience delivering brownfield rail systems projects in an active passenger-rail or metro environment.
  • Experience integrating CBTC or signaling with complex interlockings, track, switches, communications, power, civil, structural, and supporting infrastructure.
  • Demonstrated understanding of the full project lifecycle, including design, procurement, construction, systems integration, testing, commissioning, operational readiness, and closeout.
  • Experience managing multiple contractors and complex technical, construction, schedule, and contractual interfaces.
  • Strong experience with integrated master scheduling, project controls, risk management, change control, contract administration, claims avoidance, and schedule-impact assessment.
  • Working knowledge of systems engineering, including requirements, interfaces, configuration management, verification and validation, and systems assurance.
  • Working knowledge of applicable train-control standards and practices, including IEEE 1474 and relevant CENELEC standards.
  • Strong leadership, communication, negotiation, decision-making, conflict-resolution, and executive presentation skills.
  • Proven commitment to construction, railroad, and system safety.
  • Ability to work from client offices and project sites in New York City and support nights, weekends, outages, testing, and cutovers as required.
  • Must be authorized to work in the United States.

Nice To Haves

  • Master's degree in Engineering, Construction Management, Business Administration, Project Management, or a related discipline.
  • PMP certification.
  • Leadership experience on a multi-billion-dollar rail or transit megaproject.
  • Experience with NYCT or a comparable urban rapid-transit system.
  • Direct experience integrating or delivering CBTC, complex interlockings, track and switch reconstruction, communications infrastructure, and tunnel systems.
  • Experience with systems safety certification, cybersecurity assurance, quantitative schedule and cost risk analysis, and operational readiness.
  • Experience with Primavera P6, Power BI, Unifier, or comparable project-controls platforms.

Responsibilities

  • Provide overall project-management leadership for CBTC and related interlocking, track, switch, communications, tunnel lighting, power, civil, structural, vehicle, and control-center work.
  • Establish and maintain project governance, scope, execution plans, responsibilities, performance metrics, decision protocols, and escalation processes across contracts and stakeholders.
  • Lead multidisciplinary teams involving NYCT, designers, consultants, construction contractors, CBTC suppliers, operations, maintenance, project controls, safety, quality, and commercial personnel.
  • Direct systems integration and interface management across CBTC, interlockings, conventional signaling, track and Special Work Packages, communications networks, rolling stock, power, tunnel infrastructure, and control-center systems.
  • Coordinate track and switch modifications, aligning track geometry, switches, interlockings, signaling, CBTC, traction power, construction sequencing, access, and testing requirements.
  • Manage interfaces with Boldyn and other communications infrastructure, including radio, fiber and network infrastructure, equipment locations, power, access, installation, testing, and commissioning.
  • Coordinate tunnel lighting and enabling infrastructure with CBTC installation, track work, power, outages, access, and construction sequencing.
  • Direct multidisciplinary design management, including requirements, interfaces, configuration control, constructability, design reviews, technical submittals, verification and validation, and resolution of issues.
  • Oversee and manage the Integrated Master Schedule covering design, procurement, manufacturing, software, track work, interlockings, communications, tunnel infrastructure, construction, outages, testing, certification, and revenue-service milestones.
  • Lead project controls for scope, schedule, cost, risk, contingency, forecasting, change, and performance reporting, focusing on critical-path activities and contract interfaces; develop and manage Project Control Points and EAC from the client's overall project perspective.
  • Manage contracts, changes, and commercial issues, including contractor notices, RFIs, change proposals, claims, entitlement, cost and schedule impacts, trends, and emerging commercial exposure.
  • Lead brownfield construction integration, including track access, General Orders, outages, service diversions, staging, work trains, temporary systems, installation sequencing, and restoration of service while minimizing impacts to revenue operations.
  • Direct integrated testing and commissioning across CBTC, interlockings, track and switches, communications, vehicles, and supporting infrastructure, including readiness reviews, defect resolution, cutovers, and revenue-service acceptance.
  • Coordinate system safety, construction safety, cybersecurity, quality, verification and validation, safety certification, and operational readiness, ensuring hazards and assurance requirements are resolved before service.
  • Lead cutover and transition planning, including migration, fallback and rollback, operating procedures, maintenance readiness, training, emergency response, asset documentation, and service restoration.
  • Provide concise executive reporting on project performance, critical path, cost, risk, contractor performance, commercial exposure, major interfaces, and decisions required.
  • Lead resolution of complex technical, construction, operational, contractual, and organizational issues, escalating matters as needed to protect project objectives.
  • Develop and lead the project team, establish accountability, mentor project and discipline leads, and promote safety, collaboration, accountability, and proactive problem solving.
