(Military Veterans are highly encouraged to apply) Role Overview: We are seeking an experienced Program Manager to lead an enterprise IT Asset Management (ITAM) program supporting a federal client. In this role, you will serve as the single point of accountability for program execution, governance, and continuous improvement — directing strategy, schedule, cost, quality, risk, and stakeholder engagement across the full program lifecycle. You will be the primary interface to government leadership and the driving force behind a program focused on modernizing how a large federal organization tracks, governs, and optimizes its hardware and software assets across hundreds of thousands of devices and facilities nationwide.

Requirements

  • Bachelor’s degree in information technology, business administration, management, engineering, or a related field.
  • 5+ years of progressive program or project management experience, including five (3)+ years managing federal government contracts of comparable scope and complexity.
  • Active Project Management Professional (PMP) certification.
  • Demonstrated experience managing IT asset management, IT service management, or enterprise IT modernization programs.
  • Experience applying CMMI Level 3 or equivalent defined-process program management practices.
  • Ability to obtain and maintain a Public Trust / Tier 2 (Moderate Risk) background investigation.
  • Excellent written and verbal communication skills, with the ability to engage senior government stakeholders effectively.
  • U.S Citizenship is required.

Nice To Haves

  • Experience supporting the Department of Veterans Affairs or comparable federal civilian or health agencies.
  • Familiarity with ServiceNow ITAM, Software Asset Management, and Configuration Management Database (CMDB) environments.
  • Experience supporting or responding to GAO reviews, OIG audits, or congressional data calls.
  • Knowledge of FITARA, FISMA, the MEGABYTE Act, and CISA Binding Operational Directive 23-01.
  • Additional certifications such as PMP, ITIL Foundation or higher, or Certified Software Asset Manager (CSAM).
  • Lean Six Sigma certification (Green Belt or higher).

Responsibilities

  • Serve as the primary point of contact to government stakeholders, presenting program status, escalating risks, and supporting executive decision-making.
  • Develop, maintain, and execute the Program Management Plan, Work Breakdown Structure, and integrated program schedules, governing scope, schedule, cost, quality, risk, and stakeholder engagement using CMMI Level 3 practices.
  • Own program performance against defined technical quality, schedule, cost, staffing, and management-integration standards, and deliver clear, decision-ready monthly status reporting.
  • Lead the development and progression of hardware and software asset management strategic roadmaps, keeping them aligned with enterprise IT strategy, budget realities, and federal compliance requirements.
  • Direct a major system transition effort, applying a centralized governance model so asset accountability and chain-of-custody controls are maintained throughout.
  • Maintain a proactive risk and issue management posture through a continuously updated risk register, with clear escalation paths and timely corrective action.
  • Direct stakeholder communications across all engagement tiers and ensure decisions are documented for transparency, auditability, and continuity.
  • Manage program staffing, personnel performance, and knowledge continuity so the program never depends on any single individual’s institutional knowledge.
  • Maintain audit-readiness, ensuring documentation and evidence are continuously organized to support government and oversight inquiries on required timelines.
