About The Position

HRG is an employee-owned, nationally recognized consulting engineering, planning, and infrastructure solutions firm. They are seeking a Civil/Municipal/Water Resource Project Manager for their York, PA office. This role involves overseeing and managing civil, municipal, and water resources projects related to public infrastructure, ensuring successful project delivery by managing timelines, budgets, and quality. The position also includes oversight and QAQC of project designs and reports, development and administration of construction contracts, financial oversight, and client representation.

Requirements

• Bachelor of Science degree in Civil Engineering
• Pennsylvania Professional Engineering license
• Minimum 5 years’ experience in civil, municipal and water resources engineering to include: Municipal representation, Stormwater management, Roads, Utilities, Construction administration, Ordinance and plan review, Environmental permits (PADEP, USACE, FEMA), PENNDOT permits, Grant applications, Project presentations, Specification writing, Meeting facilitation
• Effective utilization of common business platforms such as Microsoft Office Suite, virtual meeting tools, project management systems, etc.
• Flexibility to travel to job sites, meetings, and other offices as necessary, which may include overnight stays
• Valid US Driver’s License is required
• Legal authorization to work in the U.S.

Responsibilities

• Oversee and manage civil, municipal, and water resources projects related to public infrastructure (roadways, stormwater systems, SWM & ESC BMPs, etc.) from initiation to completion
• Ensure successful project delivery by managing timelines, budgets, and quality
• Oversight and QAQC of detailed project designs and comprehensive reports tailored to client needs
• Develop and administer construction contracts to ensure compliance and project success
• Manage financial resources, monitor budgets, and maintain project profitability
• Act as a trusted representative for municipal clients, building and maintaining strong client relationships
