About The Position

The Project Manager is responsible for the planning, execution, and successful completion of assigned shipboard installation, modernization, repair, and C5ISR integration projects performed in support of U.S. Navy and other Government customers. The Project Manager serves as the primary point of accountability for project performance and is responsible for achieving contractual, technical, cost, schedule, quality, and customer satisfaction objectives. Assignments typically include management of one or more complex task orders, installation availabilities, modernization efforts, or multi-site projects involving both Prism personnel and subcontractor resources. Project Managers provide leadership to assigned project teams and serve as the principal interface with Government representatives, ship's force, subcontractors, and internal support organizations. This position requires a thorough understanding of shipboard installation practices, NAVSEA technical requirements, project controls, and Government contracting environments. The Project Manager must be capable of independently managing project execution while effectively identifying, documenting, and resolving technical, schedule, and contractual challenges.

Requirements

  • High School Diploma or GED required.
  • Six (6) years of experience in maritime C5ISR installation, modernization, ship repair, shipbuilding, project management, or related technical programs (Level I).
  • Demonstrated experience managing mid-sized projects (<$1.5M) involving cost, schedule, technical execution, and customer deliverables (Level I).
  • Demonstrated ability to interpret NAVSEA drawings, technical documentation, and shipboard installation work packages.
  • Demonstrated experience identifying, documenting, negotiating, and managing scope changes and contract modifications.
  • Proficiency with Microsoft Office applications, including Excel, Word, PowerPoint, and Outlook.
  • Strong written and verbal communication skills.
  • Seven (7) years of experience in maritime C5ISR installation, modernization, ship repair, shipbuilding, project management, or related technical programs (Level II).
  • Demonstrated experience managing mid-sized projects ($1M-$5M) involving cost, schedule, technical execution, and customer deliverables (Level II).
  • Fourteen (14) years of experience in maritime C5ISR installation, modernization, ship repair, shipbuilding, project management, or related technical programs (Level III).
  • Demonstrated experience managing large/complex projects ($5M+ or multiple projects) involving cost, schedule, technical execution, and customer deliverables (Level III).
  • U.S. Citizenship Required.
  • Ability to obtain and maintain a U.S. Government security clearance up to the Secret level, as required by contract.

Nice To Haves

  • Experience supporting NAVSEA, Regional Maintenance Centers, Supervisor of Shipbuilding, Program Executive Offices, or major defense contractors.
  • Experience managing complex shipboard modernization or combat systems installation projects.
  • Familiarity with Earned Value Management (EVM), project controls, and cost forecasting methodologies.
  • Associate's degree in Engineering, Business Management, Project Management, or a related discipline (Level II).
  • Formal project management training or certification (Level II, III).
  • Associate's or Bachelor's degree in Engineering, Business Management, Project Management, or a related discipline (Level III).

Responsibilities

  • Plan, organize, direct, and monitor all aspects of assigned projects from award through completion.
  • Manage project scope, schedule, budget, labor utilization, subcontractors, material procurement, and customer deliverables.
  • Serve as the primary customer interface for assigned projects and maintain effective communication with Government representatives, ship's force personnel, and technical stakeholders.
  • May need to be thoroughly familiar with all aspects of shipboard Fiber Optic installation, testing and troubleshooting to include complete understanding of NAVSEA 2042 latest revision requirements.
  • May need to be thoroughly familiar with all aspects of shipboard piping systems as well as overall hot work operations to include installation, testing and troubleshooting.
  • Lead project kickoff meetings, production reviews, status meetings, and project closeout activities.
  • Monitor project performance and implement corrective actions necessary to achieve cost, schedule, technical, and quality objectives.
  • Develop and maintain project schedules, forecasts, expenditure reports, estimates at completion (EACs), and management reporting metrics.
  • Coordinate support activities with procurement, warehousing, quality assurance, security, engineering, contracts, and other functional departments.
  • Ensure project execution complies with contractual requirements, company procedures, safety standards, and quality management system requirements.
  • Evaluate project risks and develop mitigation strategies to minimize impacts to cost, schedule, and technical performance.
  • Manage subcontractor performance, purchase orders, vendor coordination, and material readiness activities.
  • Develop project documentation, including progress reports, status updates, travel requirements, labor reporting, and customer deliverables.
  • Support proposal development, technical estimating, project transition planning, and lessons learned activities.
  • Perform any other assignments or tasks as needed or requested by management to assist in accomplishing the organization’s mission, objectives, and goals.
  • Interpret and apply NAVSEA installation standards, technical specifications, drawings, and ship alteration documentation.
  • Review Ship Installation Drawings (SIDs), work items, technical instructions, and alteration packages to establish project execution strategies.
  • Identify, document, and manage changes to project scope, schedule, technical requirements, and customer-directed work.
  • Prepare and support development of technical and contractual documentation, including: Condition Reports, Change Order Requests, Liaison Action Requests (LARs), Request for Information (RFI) packages, Technical narratives, Cost proposals, Executive and customer briefings.
  • Maintain situational awareness of ongoing shipboard production activities and provide direction to field leadership regarding technical, schedule, and resource priorities.
  • Evaluate installation progress against baseline plans and implement recovery actions when necessary.
  • Provide leadership, mentorship, and oversight to project personnel, team leaders, and field supervisors.
  • Establish clear performance expectations and promote accountability throughout the project team.
  • Foster a culture of safety, quality, professionalism, and customer responsiveness.
  • Escalate significant technical, contractual, schedule, or resource issues to senior management as appropriate.
  • Ensure timely processing and approval of travel authorizations, expense reports, labor reporting, and other administrative requirements supporting project execution.
