About The Position

The Project Manager (PM) for Asistans, Nitrisyon, Kominote, Agrikilti, Dwa Timoun, Rezilyans, Ekonomi Lokal (ANKADRE) is responsible for coordinating and supporting the administrative, programmatic, technical and operational aspects of the DOS-funded ANKADRE award in Haiti, received as a subaward from CRS. The PM works under the guidance of the Lead Advisor, PHFFA to support effective project delivery. This includes day-to-day program management, budget monitoring and tracking, timely delivery of activities, and quality donor reporting, while maintaining the highest standards of program quality, accountability, and safeguarding. As the PM, you will support compliance with established monitoring and evaluation systems, work plans, and technical program quality standards, in accordance with donor and GoH requirements, and escalate significant risks or issues to your supervisor. You will develop and maintain strong working relationships with local government and implementing partners, coordinate vendor relationships, and monitor work orders covering fleet management, incident management, and other contracted services to support operational continuity. In the event of a major humanitarian emergency or security incident, you will be expected to work outside the normal role profile and vary working hours accordingly. NOTE – this role is contingent of project funding that is anticipated through end of July 2027.

Requirements

  • Minimum of a bachelor’s degree or equivalent experience, plus at least 5 years of relevant experience
  • Knowledge of project implementation, partner management, and donor compliance, preferably including US Government awards.
  • Experience implementing awards in complex operational contexts.
  • Demonstrated ability to work independently with minimal guidance, exercising sound judgment to solve complex problems.
  • Strong interpersonal skills
  • Professional fluency in English and French
  • Able and willing to travel to and within Haiti up to 20% of the time
  • Professional proficiency in MS Office suite

Nice To Haves

  • Knowledge of Haitian Creole strongly preferred.
  • Experience with cash programming

Responsibilities

  • Supervise and coordinate day-to-day implementation of project activities in accordance with established policies, procedures and SCUS quality standards, working independently with minimal day-to-day guidance from the Senior Managing Director.
  • Monitor progress against project objectives and support budget tracking in coordination with finance and senior management, in accordance with donor requirements.
  • Coordinate with relevant SCUS teams, applying best practices to strengthen quality and efficiency of project delivery.
  • Identify, escalate and support resolution of program risks, ensuring adherence to anti-fraud and anti-bribery policies and procedures.
  • Participate in sectoral and consortium forums as relevant to the project intervention.
  • Comply with SCUS policies and practices regarding child protection, code of conduct, health and safety, and workplace culture.
  • Prepare timely, high-quality progress reports, including key performance indicators, and communicate progress, challenges and decisions in a timely manner.
  • Monitor the pace of implementation against approved work plans and budgets, flagging risks and recommending course corrections.
  • Coordinate activities across project components to support integration and consistent delivery.
  • Maintain regular communication with implementing partners and other stakeholders.
  • Support in-country communication and coordination with CRS on behalf of SCUS.
  • Coordinate oversight of implementing partners, monitoring workplans, deliverables and spending against subaward agreements and approved budgets.
  • Review partner narrative and financial reports in coordination with finance, monitoring quality, timeliness and compliance with donor and SCUS requirements.
  • Conduct and support partner monitoring visits, escalating issues and supporting corrective action plans as needed.
  • Act as a resource for partners and project staff on SCUS policies, donor compliance requirements and quality standards.
  • Coordinate project work orders and monitor service delivery, including SCI services covering fleet management, incident management, global safety and security, and facilities and administration.
  • Monitor vendor performance and report issues to relevant operational and procurement teams so that vendor services meet project requirements, contractual obligations, and SCUS procurement standards.
  • Support the timely review and approval of vendor invoices in coordination with the Finance Manager.
  • Train, develop, coach, lead, and supervise project team, clearly communicating organization, division and department priorities, and how their work contributes to our mission and supports Save the Children values.
