About The Position

Highly complex and specialized architectural/project management/construction planning work within the department of Parks, Recreation, and Natural Resources. Duties include planning, coordinating and reviewing the work of architects and contractors engaged in building construction and capital projects.

Requirements

  • Knowledge of current construction procedures, practices and materials.
  • Knowledge of Florida building codes.
  • Knowledge of basic architectural/engineering principles.
  • Knowledge of contract administration and negotiations.
  • Ability to read and interpret blueprints, specifications and construction documents.
  • Ability to give technical and professional review to a wide variety of construction and capital projects.
  • Ability to maintain effective working relationships with County management, elected officials, department heads, the public, engineers, architects, contractors, and employees.
  • Ability to make decisions based upon analysis of data and prepare clear and concise reports, both orally and in writing.
  • Ability to enforce regulations firmly, tactfully and impartially.
  • Ability to make presentations and reply to complaints.
  • Ability to work with assessment management software and ArcGIS.
  • Graduation from an accredited college or university with a Bachelor's Degree in Construction Management, S.T.E.M., or related field and four (4) years of experience in the field of architecture, project management, or construction, managing multiple projects, including two (2) years' as a project manager OR an Associate degree and six (6) years of experience in the field of architecture, project management, or construction field, managing multiple projects, including four (4) years' as a project manager.
  • Proficient in Microsoft Project or comparable program.
  • Must possess a valid Florida driver's license.

Nice To Haves

  • Project Manager Professional (PMP) Certification preferred.
  • A General Contractor's License MAY substitute for the degree requirement.

Responsibilities

  • Manages, plans, coordinates and supervises the activities of staff, architects, engineers, contractors and vendors to complete construction of new County facilities, expansion and deferred maintenance of existing buildings and capital and non-capital improvements to existing facilities.
  • Oversees capital and deferred maintenance expenditures and construction project budgets, coordinates and conducts contract negotiations and monitoring.
  • Oversees contracted labor for capital/non-capital projects.
  • Responsible for resolutions and recommendations concerning unplanned increases in project costs.
  • Acts as liaison between County departments, elected officials, Assistant County Administrator and Office of Management and Budget in coordination of capital and construction project time frames, objectives, funding, physical moves, and discrepancies to ensure the projects meet functional and budgetary requirements.
  • Assist in compilation of yearly budget for the construction projects and advises Office of Management and Budget regarding estimates of future building projects.
  • Advises and directs staff concerning proper procedures from inception to completion of a capital improvement or construction projects to ensure compliance with County, State and Federal guidelines.
  • Prepares project status reports and schedules as required.
  • Performs related work as required.
