About The Position

The Project Manager will provide project management oversight for the design, configuration, staff training, and implementation of VBOA’s replacement licensing and management system. This role will also provide internal support for the steps required by the Virginia Information Technology Agency (VITA). Key activities include leading team members through process mapping and requirements gathering, serving as the day-to-day point of contact for the project, overseeing system implementation phases and processes, and managing user acceptance testing. The Project Manager will certify that the solution is ready for deployment and fully implemented as planned. Responsibilities also include change management, overall vendor management, and project closeout.

Requirements

  • Certified Project Management Professional (PMP) certification through the Project Management Institute (PMI) required.
  • Demonstrated experience in effective team building.
  • Demonstrated communication skills.
  • Knowledge and experience in successfully executing Software as a Service (SaaS) or Platform as a Service (PaaS) implementation.
  • Strong vendor management skills.
  • Experience assisting Commonwealth of Virginia agencies in planning, developing, and validating functional and technical requirements to support the implementation of IT solutions.
  • Knowledge of current Commonwealth of Virginia policies, standards, procedures, and practices, particularly those related to VITA.
  • Strong management and leadership skills.
  • Ability to set and maintain adherence to project goals with internal team and IT vendor.
  • Ability to maintain project timeframes, budgeting estimates and status reports for executive management and the board.
  • Ability to coordinate project team members and develop and track schedules and individual responsibilities.
  • Ability to implement IT strategies that deliver projects on schedule and within budget.
  • Cloud & SaaS Expertise: Strong background in planning, executing, and managing cloud-hosted SaaS implementation projects (10 Years).
  • Analytical & Organizational Expertise: Strong ability to analyze complex problems, organize priorities, and make sound decisions under pressure (10 Years).
  • Leadership & Change Management: Proven capability to lead cross-functional teams and drive adoption of new approaches, systems, and methodologies (10 Years).
  • Requirements Management: Extensive experience guiding business and IT stakeholders through discovery and documentation of business and technical requirements (10 Years).
  • Project Management Methodologies: Deep knowledge of Agile and Waterfall principles, with hands-on experience running Scrum, Kanban, and Waterfall projects (10 Years).
  • Vendor Management: Skilled in collaborating with vendors and overseeing successful implementation of vendor solutions (10 Years).
  • Certifications: Active PMP® certification from PMI (10 Years).

Responsibilities
