About The Position

Valiant Construction LLC is seeking an experienced Project Manager (PM) to lead and manage the successful execution of U.S. Federal Government construction projects, with a strong emphasis on historic restoration, renovation, and preservation work. This role requires a highly organized and proactive professional with demonstrated experience managing complex restoration projects involving historic structures, preservation standards, occupied facilities, and coordination with owners, architects, and regulatory agencies. The ideal candidate will possess a strong background in federal construction management, contract administration, and project execution, along with proven experience delivering historic restoration projects while preserving the architectural integrity and character of existing facilities. The PM will oversee all aspects of project performance, including budgeting, scheduling, subcontractor coordination, quality control, and compliance with federal contract requirements.

Requirements

Bachelor's degree in Construction Management, Engineering, Architecture, Historic Preservation, or a related field preferred.
Minimum five (5) years of project management experience in federal, commercial, or institutional construction.
Minimum three (3) years of direct experience managing historic restoration, historic preservation, adaptive reuse, or renovation projects involving existing structures.
Demonstrated experience coordinating restoration activities involving historic building materials, finishes, and preservation requirements.
Experience managing federal construction projects for agencies such as the VA, USACE, NAVFAC, GSA, or National Park Service is strongly preferred.

Responsibilities

Develop and manage project schedules, budgets, and work plans, ensuring alignment with federal contract requirements and project objectives.
Oversee procurement, subcontractor selection, and contract administration, ensuring timely execution of work in compliance with government regulations.
Monitor project milestones, critical path activities, and risk factors, proactively addressing delays or potential issues.
Lead and coordinate pre-construction planning, kick-off meetings, and project mobilization to ensure smooth project execution.
Ensure all project activities adhere to FAR (Federal Acquisition Regulations), Davis-Bacon Act, and federal security protocols.
Review and manage submittals, RFIs, change orders, and pay applications, ensuring compliance with government contract terms.
Collaborate with Contracting Officers, Owner’s Representatives, and government inspectors to maintain contract transparency and accountability.
Maintain thorough documentation of project communications, contract modifications, and compliance reporting.
Track project costs, budget forecasts, and financial performance, identifying and mitigating potential cost overruns.
Negotiate and manage subcontractor agreements, purchase orders, and vendor contracts to maintain cost control.
Conduct risk assessments and implement mitigation strategies to ensure financial and operational success.
Support preparation of government invoices, work-in-place tracking, and financial reporting for accurate billing and contract compliance.
Serve as the primary liaison between owners, government agencies, field teams, subcontractors, and internal leadership.
Lead and facilitate weekly project meetings, progress updates, and issue resolution discussions.
Foster a collaborative and solutions-oriented team environment, driving accountability and high-performance execution.
Engage with government officials, architects, engineers, and subcontractors to ensure seamless project communication and execution.
Ensure compliance with EM 385-1-1, OSHA regulations, and site-specific safety plans, prioritizing jobsite safety and risk reduction.
Oversee quality control processes, ensuring all work meets federal specifications and contract requirements.
Manage project punch lists, closeout documentation, and final government submittals, ensuring contract completion and final acceptance.
Conduct post-project evaluations, identifying lessons learned and best practices for continuous improvement.
Manage historic restoration and preservation projects in accordance with project specifications, preservation requirements, and applicable federal, state, and local regulations.
Coordinate restoration activities involving historic masonry, wood windows and doors, plaster, architectural finishes, roofing systems, and other historically significant building components.
Collaborate with architects, preservation consultants, and government representatives to ensure restoration work maintains historical accuracy while meeting modern performance requirements.
