About The Position

This position is for a Project Manager within the Department of Permits, Approvals & Inspections. The role involves overseeing daily operations of permit processing, facilitating the intake, review, and issuance of permits and licenses in compliance with various regulations and codes. The Project Manager will also assist with process improvements, system implementations, and cross-departmental coordination to ensure efficient and accurate service delivery. The position requires working evening and weekend hours on a regular basis and is essentially sedentary with some travel between work sites and occasional walking or standing.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree
  • Three years' professional experience in planning, zoning, or development management.
  • Knowledge of the principles and practices of commercial, residential, and industrial development.
  • Knowledge of zoning practices and planning functions.
  • Knowledge of the organization and function of public entities and how they interrelate.
  • Skill in interpreting zoning maps, concept plans for development, development plans, and laws, regulations, codes, and standards relating to development.
  • Ability to analyze problems in the development process and negotiate effective solutions.
  • Ability to mediate disputes.
  • Ability to communicate plans, laws, codes, and standards to individuals and groups.
  • Ability to produce detailed and summary reports of meetings.
  • Ability to lead groups of people with dissimilar or opposing interests toward a common goal.
  • Ability to give testimony in hearings or courts.
  • Applicants are required to submit proof of Licenses, Certifications and Education beyond high school to meet the required and preferred qualifications of the position.
  • Diplomas or transcripts must show the applicant’s major field of study.
  • Applicants selected for employment with Baltimore County must successfully complete an employment investigation, including, but not limited to criminal background, education, and fingerprinting checks.

Responsibilities

  • Coordinate the intake process for building, electrical, plumbing, and other permits application including assignments, processing and intake review.
  • Support the timely issuance of permits, ensuring all required documentation is complete, accurate, and compliant prior to approval.
  • Identify discrepancies or inaccuracies in permit applications and take appropriate action, including placing application on-hold until compliance requirements are met.
  • Assist the Permit Processing Supervisor in monitoring workflow, assigning tasks, and coordinating the activities of engineering assistants and administrative support staff.
  • Serve as a liaison between the bureau and other County agencies and departments to ensure coordinated and efficient operations.
  • Respond to and resolve inquiries, concerns, and complaints from the public regarding permits, applications, and related processes in a professional and timely manner.
  • Support the development, implementation, and continuous improvement of operational procedures and service delivery standards.
  • Collaborate closely with other project managers and IT team with supporting current and future permitting systems, providing feedback, findings and ideas to enhance system functionality and support system upgrades or implementations.
  • Assist in the launch and ongoing optimization of permit management including user support and troubleshooting.
  • Develop, update, and maintain standard operating procedures (SOPs), training materials, and user manuals for permit processing systems and workflows.
  • Provide guidance and training to staff regarding procedural updates, policy changes, and system enhancements.
  • Collaborate with the Permit Processing Supervisor to produce clear, user friendly documents that help in-person constituents understand and navigate the permit application process.
  • Review website content to verify each application type includes correct, up-to-date information and develop clear examples to help constituents understand the requirements.
  • Assist Permit Processing Supervisor in identifying challenges within the permitting process and operational process and in developing effective solutions to enhance the overall efficiency and service quality.
  • Performs other related duties as required.
