About The Position

Metro’s mission is to provide a world-class transportation system that enhances the quality of life for all who live, work, and play within LA County. This role is a program-level leader, responsible for overseeing the daily field operations of the Transit Ambassador Program. The Project Manager sets operational goals and schedule requirements in alignment with the collective bargaining agreement, and develops deployment strategies based on Metro's safety priorities and service needs. This position approves staffing and special event plans, monitors Ambassador staff field performance, and oversees response protocols for daily incidents to ensure consistent service quality. The role involves reviewing and providing final approval of Ambassador reports, monitoring field activities to ensure Ambassadors are assigned to high-need locations and maintain operational continuity across shifts. The Project Manager responds to program customer comments and complaints and manages program compliance with program policies and procedures. This includes oversight of a dedicated zone to address repeated concerns, hot spots, emerging trends, and other key issues. The role also manages matters relating to compliance with the collective bargaining agreement to resolve grievance issues and ensures that all staff are held accountable for their performance. The Project Manager is responsible to develop, manage, and administer all aspects of a project and ensure that projects are delivered on schedule and within budget.

Requirements

  • A Bachelor's Degree in Business, Planning, Public Administration, Political Science or a related field
  • Six years of relevant experience or three years of relevant supervisory-level experience in project management, project funding and financing, or project delivery
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • Knowledge of theories, principles, and practices of project management
  • Knowledge of applicable local, state, and federal laws, rules, and regulations
  • Knowledge of contract administration
  • Knowledge of applicable business software applications
  • Knowledge of local, state, and federal issues, including but not limited to labor, business, and environmental issues
  • Skill in exercising judgment and creativity in making decisions
  • Skill in interacting professionally with various levels employees and outside representatives
  • Skill in communicating effectively orally and in writing
  • Skill in analyzing situations and identifying problems
  • Skill in preparing comprehensive reports and correspondence
  • Ability to provide assistance in monitoring multiple projects to ensure compliance with schedule and budget
  • Ability to understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Ability to recommend action plans, report on progress, review and comment on contract required documents, and respond to requests from executive management
  • Ability to compile, analyze, and interpret complex data

  • Experience developing deployment plans, including schedule and vacation bidding

Responsibilities

  • Manages various aspects of a project which may include finances, research, design, technical support, schedules, budget compliance, planning, and agency reporting
  • Oversees the development of project specifications and requirement
  • Manages a project's scheduling, prioritization of work, budget development, monitoring, planning, and reporting
  • Reviews, analyzes, and interprets contract specifications and scope of work documents of a project to ensure conformance with requirements, regulations, codes, policies, procedures and plans
  • Reviews, analyzes, and monitors actual project performance to ensure conformance with scope, schedule, and budget
  • Attends progress meetings with members of the project team to report on status
  • Identifies problems and recommends resolutions to budget, cost, and schedule-related activities
  • Prepares reports for management
  • Participates in project outreach
  • Coordinates with various stakeholders
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
