About The Position

This position is responsible for the overall direction, completion, and financial outcome of construction projects ranging from $15 – $49 million in size. federal construction projects. The Project Manager leads all phases of project delivery for clients including NAVFAC, USACE, and the Department of Defense, ensuring projects are executed safely, compliantly, on schedule, within budget, and to the highest quality standards.

Requirements

  • BS degree in Civil Engineering, Construction Management, Business Administration, or related field or equivalent work experience in heavy civil construction.
  • Five (5) to ten (10) years progressive project experience in heavy civil environments.
  • Minimum of five (5) years experience in paving, dirt, and grading in either private or public environments.
  • Required experience successfully managing and delivering construction projects for NAVFAC, USACE, DoD, or other federal agencies.
  • Demonstrated experience managing project budgets, schedules, forecasting, contract administration, project controls, quality requirements, subcontractors, and project closeout activities.
  • Experience managing multidisciplinary federal construction projects, which may include heavy civil infrastructure, horizontal construction, marine or waterfront construction, industrial facilities, and/or vertical building construction.
  • Experience administering federal construction contracts and managing subcontractors in accordance with federal requirements, specifications, documentation standards, and compliance obligations.
  • Experience working on active military installations, secure facilities, or projects requiring compliance with heightened access, security, safety, or operational protocols.
  • Demonstrated success leading project teams, coordinating with government stakeholders, and managing complex construction projects from award through completion.
  • Knowledge of construction paving, underground, concrete and grading practices.
  • Knowledge and understanding of union agreements and prevailing wage issues.

Responsibilities

  • Perform accurate project revenue and cost financial forecasting to ensure corporate profitability goals are met.
  • Coordinate with estimators and project controls group to establish budget.
  • Lead estimating efforts on vertically integrated projects to ensure accurate and consistent bid to build process.
  • Coordinate efforts with estimators, large project sponsor, and manager of construction to manage resources to meet project schedule.
  • Participate in bid review and bid closing to ensure accuracy of bid and evaluate project feasibility; work with estimating team to develop bid schedule.
  • Coordinate with large project sponsor, manager of construction and project team to develop comprehensive plan for project start up and successful kick-off.
  • Lead all phases of federal construction projects, including planning, execution, contract administration, quality control oversight, project controls, and closeout.
  • Manage multidisciplinary federal construction scopes, which may include heavy civil infrastructure, horizontal construction, marine or waterfront work, industrial facilities, and vertical building construction.
  • Serve as Granite’s primary project-level point of contact with federal clients and project stakeholders, including NAVFAC, USACE, DoD representatives, contracting officers, resident officers in charge of construction, inspectors, and installation leadership.
  • Ensure compliance with applicable federal contract requirements, including FAR/DFARS provisions, EM 385-1-1 safety requirements, Davis-Bacon Act requirements, government quality control processes, security protocols, and project-specific standards.
  • Provide environment where dynamic project communication occurs between Project Engineers, Foremen, Superintendents and Construction Manager to ensure work is accomplished in an efficient, profitable, and safe manner.
  • Ensure proper job controls, i.e. quantities, costs, revenue and schedule.
  • Establish and maintain working relationships with owners, agencies, subcontractors, corporate management, inspectors, etc., providing customer service to develop long-term partnerships with client base.
  • Ensure accurate construction reports for the job allowing for continuous improvement in performance.
  • Run projects at profitability levels to meet or exceed expected margins.
