About The Position

The New York City Department of Transportation (NYCDOT), Division of Bridges, is responsible for the full life cycle management of over 800 bridges and tunnels, and over 600 retaining walls. The Bureau of Capital Design and Construction specifically handles major projects on all NYC-owned bridges and tunnels, managing design and construction activities through private engineering and construction firms. This role involves managing bridge capital design projects within the Roadway Bridges group, overseeing all phases from design to construction support, and ensuring the safety and mobility of bridge users. The selected candidate will act as a Project Manager, leading engineering professionals and clerical staff, analyzing complex projects, managing risks, and reviewing consultant submissions. This includes plans, specifications, cost estimates, environmental documents, invoices, schedules, and change orders, often requiring coordination with various internal and external agencies. The role also involves developing construction contract documents, assisting with procurement, and utilizing project management systems for tracking and financial processing.

Requirements

Serving permanently in the title of Civil Engineer 3 or be reachable on the DOT promotional list.
Four (4) years of full-time, satisfactory experience in civil engineering work.
A valid New York State Professional Engineer’s License.
Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.

Experience in using Microsoft Dynamic 365 for project tracking.
Proficiency in procurement and bidding processes for large-scale infrastructure projects.
Demonstrated ability to coordinate with multiple agencies and stakeholders to advance project objectives efficiently.
Proven track record of budget forecasting, project scheduling.
Ability to manage and prioritize multiple projects simultaneously.
A masters degree in civil engineering from an accredited college or university may be substituted for one year of the civil engineering experience required.
At least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project (for Assignment Levels II and III).

Responsibilities

Direct all functions during the design phase of a bridge reconstruction/rehabilitation project with latitude for the exercise of independent judgment and initiative.
Supervise, directly and indirectly, engineering professionals and clerical employees.
Analyze complex civil engineering projects to determine requirements, uncertainties and constraints and develop appropriate plan for implementation.
Apply leadership and teamwork skills to effectively address project needs, analyze, and manage risks and issues by developing mitigation recommendations.
Review consultant submissions during the design phase such as plans, specifications, cost estimates, and environmental documents as well as consultant invoices, project schedule, and possible change orders.
Coordinate with divisions within NYCDOT as well as other agencies such as NYSDOT, FHWA, NYCDPR, and other external agencies.
Attend meetings in the field or coordinate with contractors or other field personnel to resolve issues that may arise during the field investigations or inspections as required.
Oversee development of construction contract documents and assist with Contractor Procurement effort.
Develop the Resident Engineer Contract to support construction effort and assist in procurement.
Utilize the Contract & Project Management System (CPMS) for rate approval, process invoices for design consultants.
Coordinate with Division staff to ensure funding sufficiency throughout the project, including preparation of related documents.
Update project schedule via the system the division provides.
Manage and resolve project issues.
Take a proactive approach to project risk management.
Perform other related duties.
