About The Position

OSCQ Strategy & Transformation is seeking a Project Manager (P4) to lead LADS Portsmouth project(s). This role manages the full project lifecycle, including planning, execution, monitoring, controlling, and closeout. The Project Manager will support development and maintenance of the Integrated Master Schedule (IMS), drive project priorities, monitor risks, establish and track milestones, and prepare key project status reports. The role requires regular interaction with cross‑functional teams and key stakeholders. The Project Manager will provide clear communication of project status, risks, and performance to leadership and will support a culture of accountability and execution excellence.

Requirements

  • Typically requires a university degree or equivalent experience and minimum 8 years prior relevant experience, or an advanced degree in a related field and minimum 5 years’ experience
  • Minimum 8 years of relevant experience in government, defense, aerospace, or a related industry.
  • Experience working in or supporting classified environments.
  • Experience with project management tools, processes, and business systems.
  • Experience in cost accounts or budget management.
  • Active and transferable U.S. government issued security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

  • Experience presenting project status, risks, and mitigation plans to leadership, customers, and subcontractors.
  • Analytical and quantitative experience, and experience developing data‑driven solutions.
  • Experience with risk/opportunity management tools and cost/schedule management tools.

Responsibilities

  • Manage Operations Capital Appropriation Request project(s) and apply project management expertise to drive execution.
  • Resolve day‑to‑day project issues and ensure work products align with schedule, cost, and compliance requirements, including RTX policies and color‑of‑money standards.
  • Execute standard OSCQ project management processes and tools.
  • Lead all phases of project management: initiation, planning, procurement, execution, monitoring, controlling, and closeout.
  • Manage project scope, budget, schedule, quality, and risk.
  • Lead Integrated Project Team (IPT) activities and ensure coordination across Operations, Engineering, Finance, Procurement, Facilities, Security, Project Delivery, and Program Leadership.
  • Define and maintain project metrics, critical path, milestones, and schedule adherence.
  • Serve as Cost Account Manager (CAM) for the Project Management IPT and others as needed.
  • Monitor and manage project budgets, including EAC development, analysis, and reporting.
  • Lead Risk & Opportunity Management reviews and support mitigation planning.
  • Conduct root‑cause analysis for cost/schedule variances.
  • Coordinate with functional teams, Raytheon business units, and subcontractors to ensure consistent project execution.
  • Build and maintain relationships with customers, subcontractors, and internal stakeholders.
